- This is a "Sources Sought "Notice. The U.S. Government Defense Human Research Activity (DHRA) intends to award a contract for Defense Language and National Security Education Office (DLNSEO). The activity requires support services for the Defense Language, Regional Expertise, and Cultural (LREC) capabilities Program (Defense LREC Program) and the Foreign Area Officer (FAO) Program in compiling data inputs, conducting analysis, preparing written and graphic reports and briefings, assisting coordination of pre-publication reviews, and participating in policy reviews and updates for Congressional reports, internal Department of Defense (DoD) reports, and FAO Program issuances. Market research is being conducted IAW FAR 10.001(a)(2) and (3)(i). Defense Human Resources Activity (DHRA) is conducting market research seeking contractors that may be able to provide a competitive procurement environment and the required services. Accordingly, DHRA highly encourages all interested businesses (Small Businesses and Other than Small) to respond to this sources sought. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their specific identifying capabilities that meet the requirements requested services at a fair market price. A Firm-Fixed-Price (FFP) contract is anticipated at time of award. The anticipated period of performance will be from 20 September 2017 through 19 September, 2018 with 2 option periods. The place of performance will be at the contractor site. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit DHRA to contract for any supply or service. Furthermore, DHRA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. Defense Human Resources Activity will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE) located at www.fbo.gov. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The NAICS code is: 541611- Administrative Management and General Management Consulting Services with a size standard in millions of dollars at $15 Million. In response to this sources sought provide the following: 1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Also contact the Contract Specialist/Buyer for this requirement, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such a conclusion. 2. Interested business concerns are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relationship to the requirements area specified in the PWS. Capability packages must be submitted electronically. 3. Include the name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business) with respect to the provided NAICS stated above and if applicable a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.). 4. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government, state or county and whether it was a commercial requirement), pertinent certifications, etc., that will facilitate making a capability determination. 5. As part of the response elaborate on the following: (1) Past Performance-Does your firm have recent (within the past 3 years) and relevant past performance within the last 3 years? (include contract numbers, contract type, dollar value and a brief description of the work performed); (3) Corporate Experience-Does your firm have the work experience similar in nature, scope, complexity, and difficulty as stated in the PWS? 6. Information to help determine market availability, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 7. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 8. Identify how more requirements can best structured for contract requirements to facilitate competition, including competition among small business concerns. 9. Do not forget to check for amendments to this sources sought since no notification will be sent from DHRA indicating an amendment has been posted.
