- THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) for relative to NACIS 541330 sources (size standard of $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps or GSA eBuy websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network 22 Contracts Office, is seeking for a vendor to provide a label printer for VA Long Beach Healthcare System (VALBHS) at 5901 East Seventh Street Long Beach, CA 90822. VALBHS Engineering Service is required to complete SB989 testing, which is every three years, to be in compliance with State Regulations, Long Beach City and EPA standards in accordance with the Under Ground Storage Tank Program Enforcement Panel of August, 2001. Tests must be completed before May 31, 2017 to be in compliance with SB989. Requesting Office ENGINEERING SERVICE (138) ----------------------- --------------------- ---------------------------------- ITEM NO. DESCRIPTION QUANTITY UNIT -------------------------------------------------------------------------------- 1 LEAK TEST AND WATER REMOVAL FOR THE UNDERGROUND FUEL STORAGE TANKS (SB989 TESTING). SEE SCOPE OF WORK BELOW FOR SCHEDULE OF SUPPLIES AND SERVICES. 1 JB -------------------------------------------------------------------------------- If you are interested, and are capable of providing the required supplies please provide the requested information as indicated below. Responses to this notice should include: company name, address, point of contact, size of business pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items? (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please provide general pricing for your products/solutions for market research purposes. (8) Please submit your capabilities in regards to the salient characteristics being provided and any information pertaining to brand name or equal to items to establish capabilities for planning purposes? Responses must be received no later than Friday, May 19th, 2017 at 11:00 a.m. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Scope of Work Scope of work Service to leak test and perform water removal in (15) underground Fuel Storage Tanks in accordance with regulation SB989 of the Underground Storage Tank Program Enforcement Panel. List of Tanks to be tested: Bldg. 5A LB9A, LB9B, LB9C, & LB9D Bldg. 5 LB4, LB5, LB6, & LB7. Bldg. 125 LB1. Bldg. 126A LB2. Bldg. 138 LB3 Bldg. 126 LB12 Bldg. 133 LB14 Bldg. 128 LB15 Bldg. 150 LB22. Schedule of Services: Compliance related Services: Tank, Line and Leak detector testing. Stage I testing. Pressure/vacuum vent cap and pressure decay testing and drop tube measurement. Stage II vapor recovering testing (decay, blockage and A/L). Cathodic protection survey and 60 day rectifier inspections. Cathodic protection installation and repair. Containment system testing and repair (spill buckets, dispenser pan and sumps). Helium pinpoint and helium Maryland protocol. Automatic tank gauge certification. Automatic tank gauge repair. STI SP 001 certified AST inspections. B. Non Compliance Related Services: 1. Tank cleaning, Ethanol/ULSD preparation and fuel quality services. 2. UST assessment and inspection. 3. Petroscope internal tank inspection. 4. Customized sump Lid 5. Stage I and II vapor recovery training and certification. 6. Tank deflection (bottom flatness) testing. 7. Class C operator training and certification. 8. Tank cam inspections. 9. A manned vacuum truck on site during testing hours for (4) days. This will allow for the Test water to be transferred from sump to sump quickly in between tests. Vacuum truck would need to stay on site overnight to use the following day. This will allow technician to test up to 2,000 gallons per day. C. Administrative back office services. 1. Account management service. 2. Compliance tracking and regulatory review. 3. Web report access. 4. Compliance test report regulatory submittal. 5. Clean up job site. 6. Service to be completed during normal working hours. 7:00am to 4:00pm. 7. Contractor shall obtain a Contractor I.D. Badge from the VA Police. All Contractor personnel are required to wear I.D. Badge during the entire time on VA facility. 8. Foreman: 30 Hour OSHA training in Construction Safety & Current TB test. 9. Personnel: 10 Hour OSHA training in Construction Safety & Current TB test. 10. The C&A requirements do not apply, and that a Security Accreditation Package is not required. 11. Service to follow all VA Infection Control Precautions.
