Description
The Social Security Administration (SSA) intends to negotiate a sole source commercial items contract with MicroPact Global, Inc. (MicroPact) located at 1215 Fern Ridge Parkway, Suite 208, in St. Louis, MO, 63141, for continued IT services to provide maintenance, support, and developmental enhancements to eDIB proprietary software and interconnected subsystems such as Electronic Folder (EF). MicroPact will provide enhancements to their proprietary case processing software to support continued use of EF. These enhancements are required to allow for the receipt and processing of additional data elements from EF and changes to the electronic forms interface. SSA and the State Disability Determination Services (DDS) have been engaged in major initiatives to improve the administration of the disability programs. These initiatives included enhancements to the disability information systems used within SSA and the DDSs. MicroPact developed and implemented the DDSs Disability Determination Case Processing System, which is the legacy system used by each state to process disability claims. SSA has updated its strategy for automating enhancements to the Disability program. MicroPact developed and implemented the DDSs Case Processing System changes by utilizing COBOL, JAVA and XML languages on an AS/400 platform. In addition, MicroPact has worked with the current SSA infrastructure, which consists of IWS/LAN, WebSphere Messaging Queues, IBM Content Manager and interface with SSA mainframes. The Electronic Disability system (eDib) is a comprehensive project for all components in the disability processing enterprise. One of the major objectives of eDib is to provide access to and sharing of disability information to all disability processing components through an Electronic Folder. The Electronic Folder is pictured as a data store that contains information that is directly or indirectly important to processing disability cases. To support the next and any subsequent releases of eDib, modifications are needed to the MicroPact EFI/DMA interface software and its supporting processes. The modifications will allow the DDS software systems to receive additional data elements from SSA's Electronic Folder. The new data from SSA will provide additional case processing and update capabilities required to process disability cases after initial establishment. These modifications must be designed so that, in the future, the interface and its supporting processes can be implemented in additional states. The modifications must preserve, to the greatest extent possible, the specific user interfaces and user screen presentations that exist in the current DDS systems. MicroPact is the only source qualified to meet our needs as MicroPact owns the rights and source code to the software applications required for the interface between the agency and DDS offices. Therefore, no other vendor has the knowledge and expertise required to implement the numerous EF, user productivity modifications, enhancements, and emergency releases. MicroPact is the sole proprietor of their software application, source code, and data structures. MicroPact does not have authorized resellers. Therefore, MicroPact is the only vendor that has the ability to provide the support services required to meet our needs. Each year, there are maintenance and support activities as well as priority enhancements that need to be made to SSA's current system to help reduce the disability backlogs and meet deadlines for implementing legislative or court ordered mandates. If MicroPact does not provide these services, the agency will not be able to enhance or update the legacy system and it will remain static until completion of the new system in 2020. This procurement is being conducted under the authority of 41 U.S.C. § 3304(a) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The resultant award will have a base period of performance of one year, with five option periods to extend the terms of the Contract. This notice is for informational purposes only and is neither a request for quotation nor an announcement of a forthcoming solicitation. Reference to vendor websites is not considered a valid response. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. The Government will consider all information from responsible sources, but a determination by the Government not to compete this action is solely at the discretion of the Government. Respondents will NOT be notified of the results of the evaluation of information received. The government will not pay for any information submitted.
