- Description
- This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an invitation for bid (IFB), nor is it construed as a commitment by the government. This synopsis is prepared in accordance with guidance found in FAR5.207, and is prepared for the purpose of notifying potential offers of an upcoming solicitation for service. The United Stated Air Force is conducting this pre solicitation to contract for software licenses/support, data and engineering services to perform support tasks that are needed by the 517 th SMXS, in support of the Launch and Early Orbit, Anomaly Resolution, and Disposal Operations (LADO) software. As directed by the 517 th, the Contractor shall support all LADO products that contribute to LADO systems that are currently in place and any mission unique systems built into LADO. The software list includes, but is not limited to the following products: TT&C and Scheduling Core Application Bundle Front End Devices and Hardware •- AceCP •- AceVS •- AceWLS •- AceTWS •- AceCDT •- AceDBe •- AceMenu •- AceTS •- AceTWT •- AceAdmin •- AceRM •- AceFCM •- AceCCT •- AceCCU •- AceTFE •- AceKGC •- AceSIU-CMD •- AceSIU-TLM •- Mission Planning AceADE •- Attitude Determination (FreeFlyer) •- Maneuver planning (FreeFlyer) •- Orbit Determination •- Simulation Software Front End Divices •- AceSim IIA, IIR, IIF and ground controlsegment interface to StarSIM (IIF flight code) •- AceSIU •- AceCIU •- AceTWG •- AceKGC •- AceKI17C The contractor shall provide software upgrades, changes, and modifications to the TT&C, Core Applications, Simulation software and applicable hardware devices. The contractor shall comply with the most current version of the Space and Missile systems Center Standard Software Development for Space Systems (SMC-S-012). The contractor shall supply licenses for all applicable LADO software. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1 AND 10 U.S.C. 2304(c)(1). INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT IN ACCORDANCE WITH FAR 5.207(c)(16)(ii). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWINGS RELATING TO THE PROCUREMENT ARE INCOMPLETE OR ARE NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES.
