Description
THIS SOURCES SOUGHT WILL NOT RESULT IN A DIRECT GOVERNMENT SOLICITATION. PLEASE READ THIS NOTICE CAREFULLY. The National Science Foundation (NSF), Office of Polar Programs (OPP) is the agency responsible for managing the United States Antarctic Program (USAP). Leidos Innovations Corporation (Leidos) provides logistical support to the USAP under the Antarctic Support Contract (ASC). The ASC operates three, year-round stations, which include South Pole and McMurdo on the Antarctic continent, and Palmer on Anvers Island in the Antarctic Peninsula. Antarctic Infrastructure Modernization for Science (AIMS) is a large multi-phase program that consists of four major construction projects, three of them design-build (DB) and one design-bid-build (DBB), as further described below. As part of the ASC, Leidos is seeking subcontractors interested in attending an industry day to learn more about the projects and our acquisition strategy. Leidos anticipates soliciting for a single-award contract to one subcontractor and issue task orders for each individual project, as funding becomes available. Funding to support these activities has not yet been appropriated and is not guaranteed. The subcontractor ultimately selected by Leidos will only be in a direct contractual relationship with Leidos, not the U.S. Government. U.S. Government consent for each subcontract may be required subject to the provisions of FAR 52.244-2, which is incorporated in Leidos' prime contract with NSF. There will be two AIMS industry days presently scheduled to take place on June 13, 2017 and August 15, 2017. The conferences will be held in Centennial, CO. Advance registration is required to attend the conferences. Leidos encourages interested prime and lower-tier subcontractors to attend the conference for networking. A teleconference will not be provided and transcripts of the conference will not be provided. Interested parties are not required to attend either conference to be eligible to receive the final solicitation package. Leidos will present the same material at both conferences; however, participant questions may influence discussions. A brief summary for each of the four (4) projects is provided below. 1. Core facilities project (DB) - encompasses three new interconnected buildings in the center of the station and a separate person camp. 2. Utilities project (DBB) - expands and modernizes certain portions of station utilities and provides a new water storage tank in preparation for the construction that follows. 3. Subcontractor staging facility and mobile/temporary garage (DB)- provides for subcontractor administrative, warm storage, and pre-fabrication space. 4. Optional sub-projects (DB): o Vehicle equipment operations center (VEOC) project (DB) (note this project would replace the subcontractor staging facility and mobile garage in entirety) - includes a fully completed vehicle maintenance facility that will co-locate six existing work centers and facilities. o Lodging project (DB) - provides the first of three nearly identical modular facilities to accommodate 285 personnel. Leidos is soliciting your feedback on the draft solicitation information, provided at the above link. Questions can be submitted in advance to Denver-MPSM-AIMS@usap.gov. Please include the specific document name, page or drawing number and paragraph reference for all questions. Incomplete questions may not be answered. ASC will attempt to address all advance questions at the industry day, or earlier if appropriate. The anticipated solicitation release date is October 2017 with a planned award date by March 2019. The magnitude of the cost of construction for the requirements contract (all four projects) is estimated to be between $150,000,000 and $225,000,000. This range excludes shipping costs from Port Hueneme, CA to Antarctica; these services will be provided by others. The solicitation will be under North American Industrial Classification System (NAICS) codes 236220 Commercial and Institutional Building Construction and 2371 Utility System Construction. The small business size standard for these NAICS is $36.5M. Due to the size of this project it is expected the solicitation will be issued under full and open competition. The final solicitation will not be released to the general public. The Government is under no obligation to award any related contract associated with this notice. The Government will not reimburse contractors for any costs associated with preparing or submitting a response to this notice.
