- Statement of Work (SOW) -- Note Attachments begin on page 12 of SOW Combined Synopsis / Solicitation Contractor shall install low-maintenance plants and temporary Irrigation System at the Defense Supply Richmond, VA. In order to be eligible for award, contractors must have a physical location/facility/shop within 100 miles of Defense Supply Center Richmond and be registered in the System for Award Management (SAM) prior to award. If not already registered, go to SAM website at www.SAM.gov to register PRIOR to submitting your quote. Site Visits HIGHLY recommended: June 6 - 9, 2017
