Description
Statement of Work Drawings 2 Drawings RFQ SECTION 1 BID SCHEDULE 1. Introduction This procurement is for diamond turning (DT) services that support the fabrication of grazing incident x-ray optics for the Imaging X-Ray Polarimetry Explorer (IXPE). Up to 6 mandrels may be provided as Government Furnished Equipment for diamond turning under this procurement. Each mandrel will be electroless nickel plated and the diamond turning operations will machine a precise figure, defined by a full Wolter Figure provided by NASA, into the surface. In order to maintain final delivery of the finished mandrels to the expected schedule, NASA may opt to select multiple vendors for this procurement. 2. General 2.1 No subdividing, farming out, or splitting of this procurement is allowed. 2.2 A diamond turning lathe shall be used in a thermally controlled environment to turn optical quality grazing-angle cylindrical mandrels 2.3 The contractor shall diamond turn the provided mandrels to achieve the dimensions as shown in drawing IXPE-MXX-005. Exact parabolic/hyperbolic prescriptions will be provided in a standard conical Wolter formula or in an approximately 15,000 line data package. 2.4 Materials to be turned will be 10 - 12% nickel-phosphorus (coated on Al6061 substrate). Starting thickness of the electroless nickel is 150 - 175 microns and an anticipated removal amount of ~ 75 - 87.5 microns is performed to meet figure requirements. 2.5 Delivery of all six completed mandrels is targeted to be 8/17/2017. 3. Contract Deliverables The contractor shall deliver completed individual mandrels to NASA within 3 days of completion of diamond turning and profile measurements for acceptance testing. The contractor shall deliver the final profile measurements to verify the profiles meets the requirements of drawing IXPE-MX-005. 4. Data Requirements 4.1 The contractor shall provide proof of capabilities (photos of equipment and examples of previous work and accuracies achieved). 4.2 The contractor shall provide equipment capabilities (list of machine capabilities). 4.3 The contractor shall provide references for recent equivalent work. 4.4 The vendor will provide a generic schedule addressing the planned DT duration for each mandrel that includes material removal rates for each DT pass. 4.5 If available, the vendor may provide a list of measurement/metrology capability. 5. Government Furnished Property and Data NASA will provide up to six mandrels identified in drawing IXPE-MXX-003 as IXPE-M01-003, IXPE-M02-003, IXPE-M03-003, IXPE-M22-003, IXPE-M23-003, and IXPE-M24-003. NASA will provide exact parabolic/hyperbolic prescriptions in a standard conical Wolter formula or in an approximately 15,000 line data package, depending on contractor requirements. 6. Period of Performance This contract period of performance is from award (estimated June 15) through 8/30/2017. 7. Quality Requirements 7.1 Final manufacturing performance will be on a "best effort/commercially reasonable" basis to meet the following DT specifications. The contractor shall consult with NASA to verify if conditions not meeting requirements are still acceptable. For example, if the prescription meets requirements but exceeds the surface roughness requirement, NASA may accept the mandrel as is rather than requesting re-work. 7.1.1 The completed surface roughness shall not exceed 300 Angstroms root-mean squared (RMS). 7.1.2 Initial thickness of the nickel coating on each mandrel is 0.008 inches. Minimum desired thickness after diamond turning is 0.004 in. It is anticipated that removal of ~ 75 - 87.5 microns is required to meet figure requirements. 7.1.3 Peak to valley profile deviation of approximately +/- 0.7 micrometer from the desired parabolic/hyperbolic prescription for each mandrel. 7.1.4 DT operations on the mandrel shall be performed so minimize subsurface damage in the electroless nickel coating.
