- Estimated Date of Award: May 26, 2017 Synopsis: The Department of Veterans Affairs, Charleston, South Carolina intends to award sole source procurement for the item listed below. The manufacturer is Smith & Nephew. The applicable NAICS code for this procurement is 339113 with a business size standard of 750 employees. The proposed contract is for the purchase of a Smith & Nephew T-Max Shoulder Positioner System for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 8.405-6 which states that the Contracting Officer may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by May 23, 2017, 3:00 PM ET. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
