Description

17-34 W912CN-17-C-0013 This Justification and Approval (J&A) is executed by the 413th Contracting Support Brigade, Regional Contracting Office-Hawaii. AUTHORITY: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The proposed action is for a firm-fixed price bridge contract to the MEDCOM contract W81K02-13-C-0001 for three additional months of Telehealth Information Technology (IT) Technical Advisor Services at Tripler Army Medical Center and Telehealth Operation, in Hawaii. On 24 March 2017, a follow-on contract was awarded which included the current service area. One week after award, a protest was filed with the Government Accountability Office (GA0). Subsequently, a stop order was issued and, thus, services cannot be provided by the awarded contractor until GAO has rendered a decision. The performance period ended on 31 March 2017 for the MEDCOM contract. The bridge will cover the period until 31 July 2017. An extension with the incumbent contractor is the most appropriate way to insure services are restored during the GAO review process.
