This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than May 31, 2017. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Financial Management Portfolio (PSC/FMP) intends to sole source to: ESI Services, LLC 669 Forest Lair Tallahassee, FL 32312-1742 The PSC/FMP currently has the COBOL-IT licenses and need to renew them in order to maintain the DMCS system. If PSC/FMP changed software now it would then require the whole DMCS system to be re-evaluated and rewritten, which in turn would cost a considerable amount of money. This was initially renewed last year under task order HHSP233201500165A. ESI Services, LLC was the source used and they are familiar with what the current needs of the DMCS system are. This would ensure the same licenses are renewed and the DMCS would continue to operate without any disruptions to the day to day processing (16) This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement.
