Product or Service Code: 5841 Proposed Solicitation Number: FA8625-17-R-2005 Closing Response Date: 31 May 2017 Contact Point: aaron.thompson.7@us.af.mil Contracting Officer: Aaron Thompson Contract Award Dollar Amount: TBD Contract Award Date: On or around 1 June 2017 Contractor: Raytheon 6260 GUARDIAN GATEWAY ABERDEEN PROVING GROUND, MD 21005 Description: The Government requires the following units from Raytheon: • QTY 1: DMS solution to integrate a new field-programmable gate array (FPGA) into the APX-119 IFF Transponder, P/N 4079100‐0522. Estimated Delivery/Period of Performance (PoP): 4 APX-119 IFF Transponders, P/N 4079100‐0522, will be purchased as production representative with estimated delivery of Feb 2018 and Aug 2018. Contract Period of Performance is expected to be 1 June 2017 through 31 August 2018. Place of Contract Performance: Contractor Facility Set-aside Status: No set-aside used. Sole Source Contract Award to Raytheon. Statement of Reason for Sole-Source Award to Raytheon: The Government has a requirement for a quantity of 322 Raytheon APX-119 IFF, Part Number: 4079100-0522. Raytheon currently has a Diminishing Manufacturing Sources (DMS) concern with the FPGA required to produce the -0522 Transponder and requires integration of the new FPGA to allow for future production of -0522 transponders. Raytheon is the only vendor capable of doing the integration because the specifications and design documentation for the APX-119, P/N 4079100‐0522 is data owned by Raytheon. It would take significant reverse engineering at a significantly higher cost and with a significantly longer schedule for a third party to be able to design a DMS component that would work with the Raytheon design. Because they are Original Equipment Manufacturer (OEM) and own the data rights, designs, and specifications to all versions of the APX-119 transponder, Raytheon is the only vendor capable of meeting the technical requirements required on schedule and for a reasonable cost. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the C-130J USAF Branch.
