- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to American Journal of Preventive Medicine, 101 Connecticut Ave NW, Suite 610 to publish a collection of 14 papers both online and in print as a supplement issue of the American Journal of Preventive Medicine. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 511120, Periodical Publishers. The period of performance for this procurement is 6 months. Staff within the Program Office conducted an online search to identify peer-reviewed public health journals that published thematic supplemental journal issues and for which the topic of this collection of papers would be in line with the scope of the topics on which the journal publishes. Most journals identified do not currently publish supplemental issues. Of those that do publish supplements, American Journal of Preventive Medicine is the only one that publishes supplements of this size and scope. For example, the American Journal of Public Health used to publish supplements but now only publishes much larger collections of 20-30 papers in print form. This supplemental issue will have no more than 14 papers total. Other journals, such as the ones published by the American Association for Cancer Research (AACR) only publish supplements containing the abstracts from AACR meetings. Thus, the American Journal of Preventive Medicine is the only journal by which this work can be completed. A journal supplement will allow the Program to efficiently and effectively build upon and disseminate the information presented and discussed during the expert meeting on "Cancer Prevention during Early Adulthood" which was held in April 2016. Market research has revealed there are currently no public health journals that publish supplemental issues of this size or scope other than the American Journal of Preventive Medicine. Other peer-reviewed public health journals, but none of them currently publish supplemental issues of this size or scope. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to American Journal of Preventive Medicine. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2017-Q-66819 referenced in the subject line NO LATER THAN May 31, 2017. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
