- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation Number: 1605-CIO-17-NAT-0104. This is a Request for Quotations (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This is a 100% Small Business Set-aside. NAICS 541519, Exception 1. Size Standard: 150 employees. (v) See attachment for a list of line item number(s) and items, quantities, and units of measure. (vi) This solicitation is for the acquisition of Entrust SSL Certificates and Platinum Support, pro-rating support through March 2, 2018. These certificates must comply with the NIST 800-53 and DOL Computer Security Handbook policies, in accordance with Federal Information Systems Management Act (FIMSA). These certificates shall be added by the vendor to the existing Entrust Certificate Services CMS Account. Support shall be provided across the DOL-OCIO datacenters. This is a brand name acquisition for Entrust licenses. Brand Name justification is provided as an attachment. (vii) Period of Performance will be from June 1, 2017 through March 2, 2018. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) Evaluation: Award will be made to the vendor that submits the lowest priced technically acceptable (LPTA) quotation. "Technically Acceptable" means the vendor's quotation meets all requirements of this solicitation. (x) In order to be considered for award, vendors must have an active registration with the System for Award Management (SAM), including up to date Offeror Representations and Certifications (per the provision at 52.212-3). (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition (see attached RFQ for applicable clauses under 52.212-5) (xiii) See attached RFQ and Additional RFQ Terms for additional RFQ requirements. (xv) Quotes shall be submitted via email to Mr. Ronnie Jordan at Jordan.ronald.j@dol.gov. Quotations are due by 1:00pm, Eastern Time, Friday, May 19, 2017. Late quotations will not be taken into consideration for award. (xvi) Questions may be submitted in writing via email only to Mr. Ronnie Jordan at Jordan.ronald.j@dol.gov. All questions must be received by 1:00pm, Wednesday, May 17, 2017. Telephone inquiries regarding this solicitation will not be accepted.
