- Combined Pre-Solicitation and Solicitation Notice Herbicide Services Texoma Lake, Texas and Oklahoma W912BV-17-Q-0031 U.S. Army Corps of Engineers, Southwestern Division (SWD), Tulsa District (SWT) intends to issue a commercial solicitation, W912BV-17-Q-0031 for a Firm-Fixed-Price contract for Herbicide Services at Texoma Lake in Texas and Oklahoma. The solicitation will be issued as a 100% Small Business set aside. The North American Industrial Classification System (NAICS) Code is 561730 and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $7,500,000.00. The resulting contract will be issued on a Firm Fixed Price basis for a base period and four (4) option periods to be exercised at the Governments discretion, to the responsible offeror whose offer is conforming to the requirements of the solicitation and will be most advantageous to the Government considering price. The anticipated award date is on or about 12 June 2017. The solicitation will be issued via Internet only on Feb Biz Opps Website at http://www.fbo.gov. It is the contractors' responsibility to check the above-listed internet address daily for any posted changes to the solicitation. Any amendments issued to the solicitation must be acknowledged by potential offerors. Solicitation issue date is expected to be on or about 12 May 2017. Quotes are anticipated to be due on or about 2 June 2017. Contractors must be registered and current with System for Award Management (SAM) in order to receive a Government contract award. The Solicitation W912BV-17-Q-0031 requires corrections. The following Memorandum is to provide information as to the items which will be updated: 1. The Offer Due Date SF 1449 Block 8 will be extended from 2:00 PM CST on 2 June 2017 to 2:00 PM CST on 9 June 2017. 2. SECTION A Instructions to Offerors Bidder's Inquiry will be extended to 2:00 PM CST on 2 June 2017. 3. SECTION A Instructions to Offerors Site Visit will be corrected to 10:00 AM Local Time on 30 May 2017. 4. SECTION B Pricing Schedule will be corrected to reflect Total Vegetation instead of Woody Growth. 5. SECTION C Statement of Work, Appendix A, 2.1. will be updated to read: Herbicide Applications - Total Vegetation Control. Apply herbicide for a total control of vegetation and woody vegetation on the Riprap areas of the Outlet Channel located at the embankment (North and South Banks), the riprap areas at the Cumberland North & South Dikes, on sand filters at Cumberland North and South dikes, the upstream rip rap area of the embankment, and the rip rap areas associated with the spillway boat ramp and intake structure. Apply herbicide to achieve a 95% kill rate. Tables and maps can be located in the Attachments. 6. SECTION C Statement of Work, Appendix A, 2.2. will be updated to read: Herbicide Applications - Broadleaf / Johnson Grass Vegetation Control. Apply herbicides to control broadleaf vegetation (Specifically Johnson Grass) on downstream slopes of Dam Embankment and Cumberland North and South Dikes. Herbicide shall be applied as to do no damage to Bermuda grass and achieve a 90% kill rate to broadleaf vegetation. Tables and maps can be located in Attachments. 7. SECTION C Statement of Work, Appendix A, 2.3. will be deleted. 8. SECTION J Attachments and Maps, Table A-2 will be updated to reflect Rip Rap Areas and Outlet Channel. 9. SECTION J Attachments and Maps, the following Boundary Maps will be updated: Dam Embankment - North and South, North Cumberland Dike - East and West, South Cumberland Dike, North Cumberland Dike - East and West, and Outlet Channel. It is the Contractors' responsibility to check FedBizOps for the posting of the pending change to the Solicitation.
