Description
Agency/Office: Army Contracting Command, ECC Location: 410th CSB (W912CL) RCC AMERICAS Description: Construction of Training Village Abra de Castellanos, Uruguay Project Description: The Regional Contracting Center-Americas, 410th Contracting Support Brigade intends to award a Firm Fixed Price construction contract to build training village facilities for training operations on urbanized terrain in Abra de Castellanos, Uruguay. The project is part of the Global Peace Operations Initiative (GPOI) Program, in support of the U.S. Security Cooperation Office in Uruguay. The Contractor shall furnish all management, supervision, labor, equipment, material, transportation, and supplies required to complete this project. Electric, water, and sewer utilities are not available at the project location. It is the contractor's responsibility to provide them during construction. Work executed by the contractor shall include the following: - Perform soil study; - Perform site preparation; - Perform earthwork and soil compaction; - Validate designs for existing conditions; - Construct training village facilities; and - Perform all other work required for successful completion of this project. The training village facilities shall simulate a small village; and its layout shall include a variety of building types and sizes, streets, signs, walls, and related items. Electrical and plumbing are not required for this project. A Statement of Work (SOW) and related documents are attached to this synopsis, for greater detail regarding the requirements for this construction project. The first Exhibit is a draft of the Statement of Work (SOW). Technical Exhibits 2 and 3 are draft documents that provide village facility designs. Technical Exhibit 4 is a draft document that provides tower design. The tower and one additional building are optional items that are not included in this project's magnitude stated below. Place of Performance: The work to be performed under this contract will be performed at the 2nd Army Brigade - Abra de Castellanos, Uruguay. Coordinates for this site are S34°38'18.5" and W55°20'06.4". Magnitude: The magnitude of this project is estimated between $250,000.00 and $500,000.00 U.S. Dollars. Obtaining the solicitation: It is anticipated the official Request for Proposal (RFP) for this procurement will be released on or around 23 June 2017. The solicitation will be issued unrestricted to allow U.S. and non-U.S. firms to participate. This requirement will not be set aside; but will be solicited full and open to obtain maximum competition. The solicitation and any technical exhibits (when applicable), which will include sketches and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation will be made through FBO by electronic means only. It is the contractor's responsibility to check for any posted changes to the solicitation. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and synopsis. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. All costs associated with the preparation and submission of a proposal are the responsibility of the contractor. SAM registration: The Contractor is required to be registered in the System for Award Management (SAM) in order to receive a contract award. Interested parties can obtain further information on the SAM website at https://www.sam.gov. There is NO fee to register on this site. Construction Time: Estimated construction time is 180 calendar days from issuance of Notice to Proceed. Contract Type: The Government intends to award a single award, firm fixed-price, for the construction of the Training Village referenced above. Site Visit: An organized pre-solicitation site visit took place 29 May 2016 to 4 June 2016. In the event an additional site visit is planned, a notice will be posted in FBO as an amendment to this synopsis. If an additional site visit is conducted; interested contractor representatives will be responsible for paying their own transportation and related costs for travel to and from Abra de Castellanos, Uruguay. Contemplating Awardees: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and performed in Uruguay; the offerors must meet the following requirement for OCONUS: DFARS 252.225-7042, "Authorization to Perform": The Offeror represents that it has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed; and FAR 52.236-7, "Permits and Responsibilities": The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Contractor will be required to provide copies of its certifications and permits with its proposal. Contract Award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible party whose offer, that conforms to the solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. Anticipated Award Date: The anticipated award date for this effort is on or about 15 September 2017.
