Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with Insitu, Inc. for a Cost-Plus-Fixed-Fee Delivery Order (DO) under Basic Ordering Agreement N00019-17-G-0001 for the procurement of SCISR radio integration services which include: (1) design and integration of the Small Command and Control ( C2) Intelligence, Surveillance, and Reconnaissance (ISR) (SCISR) radio into the RQ-21A UAS, (2) tasking to fabricate RQ-21A components to incorporate SCISR, (3) fabrication of kits to modify Ground Segment components to support the SCISR radio, and (4) ground flight testing with the required spare parts to execute testing. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
