- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to L3 Communications/ESSCO (L3/ESSCO) of Ayer, MA to acquire and install a 68' metal space frame radome, model M68-81-9100 over an existing antenna designed and developed by L3/ESSCO at a location in Guam. The radome will be installed over an existing NRL antenna that has a ring wall design built in compliance with mounting junction ICD 1967-1. L3/ESSCO is the only source that can complete this effort without substantial duplication of cost and unacceptable delays in fulfilling the agency requirements. The drawing and specifications for the radome mounting junction requirements are proprietary and the sole property of L3 communications. The radome unit shall meet the following requirements: 1. 68-ft diameter metal space frame radome base beam construction, ESSCOLAM6 membranes 2. 200 mph wind operational load 3. Optimized electromagnetic transmission performance: 12-15 GHz 4. White colored radome panels 5. Operation and Maintenance Manual 6. Technical Manual 7. Hydrophobic coating on radome panels 8. Anchor Bolt Template per ICD 1967-1 9. Anchor Foundation Base Hardware Kit 10. Aircraft Warning Lights to include Pulley Assembly, Maintenance Rope, Wiring Kit, LED bulbs 11. Lightning Protection rod, down-conductors and grounding kit 12. Interior Lighting Kit, 6 station with single LED floodlight and outlets 13. Full Vertical FRP Double Door (72"W x 84"H) and Vestibule, single door width 36" 14. Zenith Hatch w/ Electric Vent 15. Ventilation Blower with Base Vent for air stratification 16. Base Vents and Panel Access Kit for connecting interior generator 17. Spare Panel Kit (Type A - 17 panels) 18. Membrane Repair Kit 19. On-site installation and configuration support The statutory authority permitting this award under other than full and open competition is 41 U.S.C. 1901. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
