- I-90 Snoqualmie Pass East Restoration - Okanogan-Wenatchee National Forest The Okanogan-Wenatchee National Forest has partnered with the Washington State Department of Transportation (WSDOT) for revegetating portions of the I-90 Snoqualmie Pass East Restoration Project. The project sites are approximately ten (10) miles east of Snoqualmie Pass, Washington, on the north and south side of I-90. The Forest Service intends to acquire by contract the planting of a variety of conifer, shrub, fern, grass-like, and forb species. Contractor will plant varied container types and sizes including bare root and balled-and-burlapped into a wide range of ecological settings and substrates. Access may be difficult for some projects and may involve off-road vehicles, pack animals, or other means to transport plant materials and/or labor. Work may require the use of pesticides to control competing vegetation, rodents, or insects, in addition to the application of fertilizer, mycorrihzae, game repellants, etc. Protection of new plantings/seedlings using a variety of caging and fencing options may be necessary to help insure plant survival and establishment. Options may include single plant protection to multi-acre big game enclosures. Work may also entail salvaging by hand or mechanically (excavator, tree-spade, etc.) plant materials, transplanting directly or at a later time. This may for example include temporary on-site care/storage or transport and care/storage off-site for later use. Hand installation of 0.75 gal Tall Pots, 1.0 gal pots, D40s, and 3-ft. stakes. There are approximately 20,000 plants. Access to all sites are from the highway shoulder. The majority of the sites are inaccessible by heavy equipment and plants shall be hiked into planting areas. Resort Creek ranges from less than 1/10th of a mile on the north side to ½ mile on the south side, is approximately 1.36 acres, and planting is dependent upon reservoir level. Townsend Creek is less than 1/10th of a mile from the north shoulder of I-90 and is approximately 1.85 acres. The beginning of Sunset Highway is less than 1/10th of a mile from the north shoulder of I-90, approximately 1/3 of a mile long extending northwest, and is approximately 1.27 acres. All plant material will be Government Furnished. Contractor is responsible for picking up all plant material from the nurseries, and assumes all care from time of pick up to installation. Contract performance period is from Sept. 01, 2017, to Nov. 30, 2019. Service Contract Labor Standards (formerly known as the Service Contract Act of 1965) wage rates, apply. Offerors shall possess a Washington State Farm Forest License (FLC) and a U.S., Department of Labor, Migrant and Seasonal Agricultural Workers Protection Act (MSPA) Registration on the proposal due date. Project Manager is Ms. Kelly Evans, 509-852-1036. The Forest Service intends to issue a Request for Proposals (RFP) on, or about, May 31, 2017. Solicitation will result in a single award for a fixed price contract. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on the basis of: (1) experience; (2) past performance; (3) managers, key personnel, and subcontractors; (4) use of biopreferred products; and (5) price realism. We will use our findings with regard to these factors to develop a Level of Confidence Assessment Rating (LOCAR). Washington State FLC and DOL MSPA Registrations are a required and will be evaluated on a Go/No Go basis. Combined past performance and technical capability factors are of greater importance than price. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
