- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: Repair and Maintenance for Daylight Solutions TLS-41047-MHF Laser SOLICITATION NUMBER: NB646030-17-01957 RESPONSE DATE: 5/26/2017 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Daylight Solutions, located in San Diego California for to repair and maintain one Daylight Solutions TLS-41047-MHF Laser Sole Source justification is based on the following: The National Institute of Standards and Technology (NIST) Chemical Sciences Division Gas Sensing Metrology Group develops new methodologies and instrumentation for the measurement of gas phase molecular absorption features. These methodologies and instrumentation include novel spectrometers that offer ultra-high sensitivity to trace gases, high fidelity and reproducibility in measured concentrations, and precision gas metrology. The Gas Sensing Metrology group has a photoacoustic experiment featuring a mid-infrared external cavity diode laser (ECDL) as an excitation light source. This laser, a Daylight Solutions TLS-41047-MHF, is essential to the operation of this experiment and is currently non-operation due to a malfunctioning laser diode chip. NIST requires the TLS-41047 be repaired to meet the original specifications, which will include the replacement of the malfunctioning laser diode chip. The contractor shall provide the following: Repair and Maintenance approved for use with the laser by Daylight Solutions. The Contractor shall only employ tools, instruments, software, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols, and instrument specifications shall be adhered to at all times. Daylight Solutions is the original manufacturer and the only source authorized to do repairs. The resulting order will be a Firm-Fixed Price purchase order. NAICS code for this requirement will be 333516 - Analytical Laboratory Equipment with a small business size of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 05/26/2017 will be considered by the Government.
