- DRAFT SOLICITATION Included with this synopsis is a draft Request for Proposal (RFP) for Industry review and comment. The Draft RFP and all attachments, including the performance specification and GFI documents, will be distributed only to those companies with a validated security clearance. To attain this validation, prospective Offerors must submit a completed "Terms of Use" agreement (attached to the synopsis) completed and signed by an authorized representative of the company to the PCO Representative, Ms. Cady Walker, at cady.walker@navy.mil and the Contracting Officer, Ms. Lisa Sherman at lisa.sherman@navy.mil. If the Offeror has already submitted a "Terms of Use" agreement in response to the synopsis, the Offeror is not required to re-submit its "Terms of Use" agreement. Offerors shall also submit an "Explicit Access" request to access the secure document package for this solicitation in FEDBIZOPPS. Once a prospective Offeror's need-to-know and security clearance (SECRET) is verified and approved, the company will be authorized to receive the draft solicitation, performance specification and other related controlled files via the secured portal on FEDBIZOPPS. SUBMISSION OF QUESTIONS/COMMENTS The Government welcomes industry comments and questions regarding the draft solicitation. Offerors shall electronically submit UNCLASSIFIED questions and comments regarding the draft solicitation by sending an email to the Contract Specialist, Ms. Cady Walker at cady.walker@navy.mil and to the Contracting Officer, Ms. Lisa Sherman at lisa.sherman@navy.mil. For ease of Government review, Offerors must submit questions on a Microsoft Word version of the Interested Offeror Questions Form (Attachment L-1 found in the draft solicitation). If an Offeror needs to ask a question on CLASSIFIED material, it shall notify the Contract Specialist, Ms. Cady Walker at cady.walker@navy.mil and the Contracting Officer, Ms. Lisa Sherman at lisa.sherman@navy.mil. An appropriate channel for the Offeror to pose its classified question will then be established. Industry feedback will be considered in the preparation of the formal solicitation and it is the Government's intention that questions and responses will be distributed electronically to all potential Offerors via the FEDBIZOPPS website. However, the Government does not commit to providing a response to any comments or questions. The subsequent revision to the RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. The Government is not responsible for any cost incurred by industry in responding to this notice.
