Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for on-site equipment calibrations and maintenance services. The NAICS code is 811219 and the business size is $20,500,000 (millions of dollars). MTS Systems Corp. Service Contract STATEMENT OF WORK The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for on-site equipment calibrations and maintenance services. The NAICS code is 811219 and the business size is $20,500,000 (millions of dollars). The proposed purchase order is being solicited on a sole-source basis to MTS Systems Corporation. The proposed action is for calibrations and maintenance for nine (9) test frames, nine (9) load cells, and thirteen (13) extensometers for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: MTS is the only vendor who can guarantee the correct system maintenance and calibrations on their own equipment. Due to the complexity, tolerance, and cost involved with maintaining MTS test systems, it is a best practice to have the systems maintained by MTS. MTS engineers are properly trained to interface with proprietary MTS knowledge with regard to repair and calibrate MTS hardware & controller software. The NSWCCD intends to award a firm fixed-price purchase order to MTS Systems Corporation using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 2 June 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 2 June 2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries should be directed to Kenny Pleasants at kenyata.pleasants@navy.mil.
