Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W9124D-17-Q-5709 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $32.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-05-18 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be in the Statement of Work. The MICC Fort Knox requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Provide lodging consisting of Sixty (60) double occupancy hotel rooms. Facility shall meet or exceed the specifications and requirements in the attached statement of work. Check in shall be on 4 June 2017 and check out on 17 June 2017. Each guest will provide a Texas Comptroller of Public Accounts Form 12-302, Hotel Occupancy Tax Exemption Certificate., 780, Room; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Knox intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Knox is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Quotes will be evaluated on cost,location, Tripadvisor.com rating, the room specifications listed on the Statement of Work and any applicable subcontracting plans. Failure to submit a price on all items will render the quote non-responsive. Interested venders/properties are under no obligation to submit quotes through any third party. All small business vendors may submit directly through this reverse auction. Third parties submitting a quote shall include a fully executed sub-contracting agreement for the proposed property/properties. Agreement shall include both the signature of the third party and the authorized representative of the property. Failure to submit this documentation will result in offeror being determined non-responsive. To meet the needs of the requesting unit, the lodging location must be within 20 driving miles of 11280 White Settlement Road, Fort Worth TX 76108, using MapQuest driving directions. The government would prefer that all 60 double occupancy rooms be located on the same property. Due to the short lead time, it is permissible to utilize multiple locations as long as the specifications within the Statement of Work are met and that there are at least 15 rooms utilized at any/each sub-contracted property. (b)The Contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect. (c)The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (d)(1) Use of funds appropriated (or otherwise made available) by the Continuing Appropriations Act, 2017 (Pub. L. 114-223), or any other Act that extends to fiscal year 2017 funds the same prohibitions as contained in section 743, division E, title VII, of the Consolidated Appropriations Act, 2016 (Pub. L. 114-113) may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause. (2) The Government may seek any available remedies in the event the Contractor fails to perform in accordance with the terms and conditions of the contract as a result of Government action under this clause.
