- C.1 Introduction The US Forest Service has a requirement to conduct visitor use monitoring surveys, data analysis, and compile reports for the National Forest and National Grassland managed by the USDA Forest Service within Region 2 - Rocky Mountain Region and Region 3 - Southwestern Region. The Forest Service intends to issue a multiple award Indefinite Delivery, Indefinite Quantity contract with task orders to meet the needs of this requirement. The contractor shall furnish all personnel, facilities, equipment, materials, vehicles, supplies, and services (except as may be expressly set forth in this contract as furnished by the government), and otherwise do all things necessary for, or incident to, the satisfactory performance of this contract. Under this contract, the contractor shall provide the items of work required to fulfill the requirements of the Statement of Work. C.2 Statement of Work The contractor shall conduct specified survey sessions of visitor use at selected sites (Primary Survey Calendar) on EACH National Forest and Grassland unit in accordance with the National Visitor Use Monitoring (NVUM) survey program protocol during Fiscal Years 2018 - 2022. The study will assess visitor use patterns and trends, visitor perceptions of social and resource conditions, and visitor satisfaction on national forest system lands to better understand the amount of recreation use and user satisfaction on the National Forest. The information will help the Forest Service manager make more informed decisions about issues related to allowable recreational uses, numbers and types of permittees that may be considered in the future, and level of service to be provided at existing and future locations. Particular emphasis will be placed on issues and techniques appropriate to forest-based recreation use and management. The survey sessions shall be taken beginning October 1, through September 30, of the calendar year. Actual duration of the survey session (when applicable) takes 6 hours at the site. In addition, road and or trail traffic counters (as required) shall be placed to count traffic for a 24 hour period of time, which includes the survey time. Generally, the AM surveys take place between 8am and 2pm. PM surveys take place between 2pm and 8pm. Survey times may be adjusted by the COR as needed to avoid conducting surveys before or after dark (e.g. 11 am through 5 pm December through March 30). It is important that each survey be completed on the prescribed date and time as indicated by the Forest. No tolerance is allowed for convenience to persons performing the survey. The only reason for a survey to be delayed would be that the site is physically closed or access to the site is blocked. The contractor shall adhere to survey schedule unless permission is given by Forest Contracting Officer Representative or Contracting Officer. The Contractor shall fully understand the National Visitor use Monitoring (NVUM) survey program as described at the following website: http://www.fs.fed.us/recreation/programs/nvum/reference/index.shtml The contractor's deliverables will enable USFS resource managers to make management decisions based on the best available science related to social use. The study must be conducted using forms and procedures established for the USFS National Visitor Use Monitoring (NVUM) program. Specifically: 1.Conduct recreation visitor use surveys at selected high-use recreation sites on the MBRTB following the procedures set forth in the national Forest Service Visitor Use Monitoring Training Manual, dated July 2013, available at http://www.fs.usda.gov/ riogrande. a.Surveys shall consist of exit interviews (only those leaving the site for the last time) during assigned six (6) hour periods plus traffic counts as directed by the above training manual. Surveys dates and locations shall be followed for successful completion of this contract. b.Perform recreation use surveys on dates and at times scheduled on the Government provided calendar. In cases of facilities being physically closed on planned survey days, back-up days may be assigned at the discretion of the Government. Back-up days will not be used in cases of convenience or bad weather. It should be noted that on 71 days two surveys are scheduled on the same day c.Survey Data - Record survey data on Government provided survey forms as directed by the training manual. Sample survey forms will be available for review at the pre-bid training meeting listed in at the end of the calendar. Completed survey forms shall be submitted to the Government Representative in bi-weekly groupings by the 5th and 20th of each month. d.Traffic Counts - At most survey sites, the Contractor shall perform hand tallies of passing vehicles or trail users during the 6-hour surveys. An additional 24 hour traffic count, performed by the Contractor with Government-provided equipment, shall be initiated at the survey site (depending on site type - see training manual for directions) starting at the time of each survey. It is anticipated that a minimum of one task order for at least one forest would be issued each year with a value between $20,000 and $300,000. The proposed project will be a multi-award IDIQ firm-fixed price contract. The estimated magnitude of this contract is between $1,000,000.00 and $2,500,000.00. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 541910, Marketing Research and Public Opinion Polling. Small Business Size Standard for this acquisition is $15.0 million. Prior Government contract work is not required for submitting a response under the sources sought synopsis. It is anticipated that award may be based on "Best Value" to the Government. The estimated solicitation issuance date is on or about June 2017, and the estimated proposal due date to be determined. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available in June 2017.
