Description
Analysis of the Concentration of Algal Toxins NOTICE OF INTENT FOR SOLE SOURCE The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, intends to award a sole source purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to GreenWater Laboratories/CyanoLab to perform Quantitative Analysis of the Concentrations of Algal Toxins in Biological Fluids and Tissues. GreenWater Laboratories is uniquely qualified to perform the services required. The data that will be generated under this contract will be used to understand the role of the pharmacokinetic behavior of algal toxins in their toxicity. The algal toxins that will be the subject of this contract are microcystin LR, both free and bound, and cylindrospermopsin. EPA requires purity analysis of these toxins, and determinations of their concentrations in human cadaver skin and associated experimental washes and fluids, serum, liver, purified water and dosing solutions. Greenwater Laboratories is the only known source that has the necessary assays for microcystin and cylindrospermopsin in the conduct of purity analysis of these toxins and in the analysis of these compounds in a variety of biological tissues, including blood and liver. The most sensitive and accurate measurement methodology is one that employs LC/MS/MS (see Foss and Aubel, Toxicon, 2013, 70:54-61 and Foss and Aubel, Toxicon, 2015, 104: 91-101). Only one laboratory, Greenwater Laboratories, has experience in the LC/MS/MS technique for both compounds (microcystin and cylindrospermopsin). The circumstance permitting is FAR 13.106-1(b) "Soliciting from a single source". All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
