Description

The Department of Veterans Affairs, National Cemetery Administration, intends to issue an Invitation for Bid (IFB) under solicitation number VA786A-17-B-0479. A. BID ITEM 1: GENERAL CONSTRUCTION: Provide all labor, materials, tools, equipment and services to construct a 3,536-niche columbarium expansion on approximately two (2) undeveloped acres on the northeast side of Prescott National Cemetery including all work shown on the plans and described in the specifications. Work includes but is not limited to: demolition, site preparation and erosion control, excavation, backfilling and grading, storm drainage, utilities, roads, curbs, precast columbarium structures (includes installation of government furnished niche covers but not the niche covers themselves), pedestrian paving, landscape planting and turf, fabrication and installation of site amenities, irrigation system, and certain other items and specific tasks as further defined by the drawings and specifications. B. ADD ALTERNATE 1: Repair and reconstruct the roadway on the southwest side of Prescott National Cemetery. A Single award will be made on Bid Item 1 but in the event additional funds are available, then Add Alternate 1 will be added to the award. Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications, and drawings will be posted on Federal Business Opportunities (www.fbo.gov). This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. Prospective bidders must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov and file the VETS-4212 Report at www.dol.gov/vets/vets4212.htm. NAICS Code: 237990 Other Heavy and Civil Engineering Construction Small Business Standard Size: $36.5 Million Project Magnitude: Between $1,000,000.00 and $5,000,000.00 Period of Performance: 365 calendar days from issuance of the notice-to-proceed (NTP) Location: Prescott National Cemetery 500 Highway 89 North Prescott, AZ 86313 There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. This Presolicitation Notice is to synopsize a proposed contract action. The Contract Specialist will not be able to answer any questions to this notice until an IFB is issued. Once the IFB is issued, interested parties must submit questions in accordance with the instructions listed in the IFB. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about June 5, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. All amendments to this solicitation must be acknowledged.
