- Synopsis: Request for Information (RFI): Naval Air Systems Command (NAVAIR) is requesting information from potential qualified sources regarding the procurement of C-40A aircraft, along with related spares and support equipment. This RFI shall serve as an opportunity for contractors to evidence their capabilities to provide C-40A aircraft to the U.S. Navy. If a formal solicitation is generated at a later date, a solicitation notice will be published. DISCLAIMER THIS REQUEST FOR INFORMATION IS FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE U.S. GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHERMORE, THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS AT THIS TIME. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED FROM THIS MARKET RESEARCH. CONTRACT BACKGROUND The Navy conducted a competitive procurement for the Navy Unique Fleet Essential Airlift (NUFEA) - Replacement Aircraft to replace the C-9B aircraft. On 29 August 1997, Boeing was awarded a commercial (FAR Part 12) contract for three C-40A aircraft. Twelve additional aircraft have been procured on a sole source basis under FAR Part 12 procedures from Boeing. The program of record for the C-40A aircraft is 19 aircraft (17 USN and 2 USMC). REQUIRED CAPABILITIES The Government requires C-40A aircraft consistent with the existing C-40A fleet. The aircraft must be new, defined as being delivered with no operational time, except for hours due to ferry and test flights. The Navy designated C-40A aircraft is a Federal Aviation Administration (FAA) Type Certificated Boeing 737-700C Increased Gross Weight aircraft with supplemental type certificates for a combi-convertible configuration that allows the aircraft to be configured for all passengers, all cargo, or a combination of passengers and cargo; aft air-stairs; and installation of Navy unique avionics equipment. The supplemental type certificates are required to maintain configuration consistency with the fifteen aircraft that have already been delivered. The expected delivery date for the aircraft is 24 months after contract award. Qualification shall be based upon information that indicates contractors who possess existing capability for the supplies and services listed in the above paragraph. Claims of existing capabilities must be substantiated. REQUESTED INFORMATION NAVAIR requests that companies respond by submitting 1) Company Name, Address, Point of Contact, CAGE code, company size (Small or Large according to the NAICS and size standard listed). If categorized as a small business, specify whether the company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB), (b) HUBZone Small Business, (c) 8(a) Concern, (d) Woman-Owned Small Business, (e) Economically Disadvantaged Woman-Owned Small Business 2) A summary outline and capabilities statement showing contractor ability to perform work as described in the above Required Capabilities section. 3) Data to substantiate capabilities and other information as determined by the vendor Please limit your response to 10 printed pages. Please provide two paper copies as well as one CD-ROM. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. This announcement is NOT a Request for Proposal, nor shall the Government pay for any information/items submitted in response to this synopsis.
