SCOPE OF WORK AND GENERAL SPECIFICATIONS Background: The Michael E. DeBakey VA Medical Center (MEDVAMC) is currently requesting to purchase a total of 140 new ZOLL R Series Plus defibrillators. The 140 new ZOLL Defibrillators will replace the current lifePak Defibrillators that have well past their end of life cycle. Biomed is also requesting for additional new ZOLL defibrillators to be used for future expansion projects throughout the MEDVAMC. The feedback should be automatically activated upon deployment of the defibrillation electrodes with a CPR sensor. The defibrillators CPR Dashboard should display real-time measures that drive high-quality CPR coaching clinicians to a depth of 2 to 2.4 inches and a rate of 100-120 compressions per minute. The defibrillators should provide audible and visual feedback letting clinicians know if their compressions are of proper depth and rate and whether they are releasing quickly enough to allow for full ventricular filling. A Perfusion Performance Indicator (PPI) is another indicator of overall chest compression quality. Real-time CPR coaching has been shown to significantly improve CPR quality as well as patient outcomes. Clinicians should be able to visualize the patient s underlying heart rhythm without pausing chest compressions and display both the raw ECG as well as the filtered (FIL) ECG during the code. The defibrillators should be able to allow the results of all the automated self-tests to be sent via WiFi to a central computer in Biomedical Engineering. Defibrillator Dashboard can generate an alert (email/page) to staff to advise if a defibrillator is not ready and can even help Biomedical Engineering change the clocks on the defibrillator during the beginning and end of daylight savings time. The defibrillators should be designed to treat all patients: adults, children, and neonates. It is the only manual defibrillator on the market that has technology built-in to it that is designed to treat patients under the age of eight year. The defibrillators replay and review the ECG, all vital signs, as well as every chest compression and automatically calculate CPR fraction, rate, depth, and pre/post shock times. Since you cannot improve what you cannot measure, this tool is an invaluable aid for improving resuscitation quality. Also, the defibrillators should be able to allow all vital sign and trend data to be quickly and wirelessly uploaded to the ZOLL RescueNet suite of products and ultimately the electronic medical record system installed at the hospital. All VHA hospitals are required to encryption utilizing FIPS 140.2 for any Wireless Communication therefore the Federal Information Processing Standard (FIPS) Publication 140-2 is a U.S. government computer security standard used to accredit cryptographic modules. VA hospitals and military hospitals require any patient data, including code records from defibrillators that are moved from the device to another computer, via Wi-Fi, to have this level of encryption. It is essential that the defibrillators devices are ready to use when needed and will perform reliably and save time and add value by helping hospital staff ensure that the defibrillator is ready to use the second it is needed.
