Description
To establish a Blanket Purchase Agreement for Central, South American (Spanish), French and Arabic Language Training. This solicitation is for a one (1) year agreement to include an Option to Extend every year for four (4) additional years. Statement of Objectives: 1.0 Contractor must be able to provide instructor support to conduct the 20TH SFG(A) Command Language Program at all unit locations mentioned in paragraph 2.0. 1.1 Instructor minimum qualification requirements; Bachelors degree or foreign equivalent, score a 3/3 on the ILR scale in target language and 2/2 in English, complete 40 hour instructor certification course provided by the unit or provide similar proof of training, be eligible for employment in the U.S., complete a background check and urinalysis. One year of instructor experience is preferred but not required. 2.0 Training locations: Birmingham, AL 3.0 Course Materials: Government will provide all student materials and training aids. 3.1 Contractor offers the following materials at no additional charge: 3.1.1 Visual aid for the class with a big screen TV and projector 3.1.2 Provide copies and CD media for resources to students 3.1.3 Provide tutoring during course 4.0 Languages: Primary languages include Spanish, French, Arabic. Contractor must be able to provide instructors for any language with 30 days notice. 5.0 Notification: Government will notify contractor 30 days from beginning of training and will not be responsible for paying instructor travel. Every effort should be made to find a local instructor to avoid travel costs. 6.0 Training: Training schedules and Programs of Instruction (POI) will be developed by the ULC and approved by the government. 6.1 Standard duty hours will be Monday - Friday, 0800-1700 with one hour for lunch (excluding Federal Holidays). Standard training day includes 6 hours of instruction and 2 hours of class preparation and administrative management. 6.2 Training objectives: Training objectives will be clearly stated for each course based on the current level of the students and will vary by the category difficulty of the language. 6.2.1 Four-week courses are normally expected to increase proficiency by half an ILR level, with a 1/1 being the goal for beginner course. 6.3 Annual requirements: a minimum of 12 four (4) week courses for Spanish; 8 five-six week long courses for both Arabic and French. 6.4 No training required on weekend OR Federal Holidays. 6.5 Any material developed during this period will become the property of the Government and will be maintained at 20TH SFG(A) language training facility. 7.0 Instructor Support Objectives: 7.1 To incorporate listening and speaking exercises as well as conversation practice using real-world situations. 7.2 To provide the students with rapport building terminology and exercises. 7.3 To provide the students with a vocabulary of military terminology and practical application of command terms. 7.4 To provide the students an overview of regional cultural awareness, including important dates and personalities within the region. 7.5 The level of training will vary from student to student and the instructors may be required to modify current training materials to meet the students' needs. 8.0 Contractor Manpower Reporting Application (CMRA): 8.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this agreement for the Alabama Army National Guard via a secure data collecion site. 8.1.2 The contractor shall completely fill in required data fields using the following we address: http://www.ecmra.mil. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2017.
