In order to enhance the efficiency of the procurement process, the Government intends to evaluate only the lowest priced quote to determine if the quote is technically acceptable and whether the vendor has acceptable or neutral past performance. If the lowest priced quote is reasonably priced and technically acceptable and the vendor has acceptable or neutral past performance, the Government intends to make an award to that vendor and no other quote will be evaluated. If the lowest priced offer is not technically acceptable, the vendor does not have acceptable or neutral past performance, or both, then the Government will evaluate the second lowest priced quote for technical acceptability and acceptable or neutral past performance. This method will continue until the lowest priced, technically acceptable quote, by a vendor with acceptable or neutral past performance, is determined. Quotes will be evaluated based on price and technical acceptability. Quoter/Offeror certifies that the product quoted meets or exceeds all minimum requirements as stated in the Request for Quotes. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The BPAH is only allowed to provide items that are currently on their KO approved price list. If additional batteries need to be added to each BPA, the Caller reviews and evaluates each revised bid schedule for technically acceptability. As part of the price list re-validation process, the KO will award the Call to the BPAH with the LPTA bid schedule. However, there may be instances when an emergency Call is required and the delivery schedule of a technically acceptable product is more important than the price. The U.S. Government will provide specific selection criteria and evaluation process information as part of each Request for Quote submitted to the BPAHs. Quotes for supplies selected for examination that fail to meet the selection criteria will be rejected and returned to the contractor at no cost to the government. In accordance with FAR 8.402(f), offerors may quote Open Market items to supplement their current GSA Schedule in order to provide a price for each of the 159 battery types. The KO intends for each awarded BPA to contain a price and availability for each battery in order to more easily fill future orders. The Offeror shall distinguish between Schedule Items and Open Market Items on their quote. The U.S. Government will sort the bids to determine which vendors filled out the most or all of each tab. The U.S. Government will then award the two BPAs per tab based on lowest price after a technical acceptance is complete. Vendors can provide alternate items, but they must be comparable to our desired model of batteries in each of the tabs. THE FOLLOWING INFORMATION IS PROVIDED TO ASSIST YOU, AND WILL HELP TO EXPEDITE PAPERWORK AND PAYMENT. 1. Upon notification of Call, the Contractor shall deliver the type and quantity of supplies requested to the Joint Base Lewis McChord Hazardous Materials Control Center, ATTN: Joshua Chandler, Logistics Readiness Center, Hazardous Material Control Center, MS-18, 09669 Perry Ave., JBLM, WA 98433. Typically, the delivery date can be expected to be within 30 business days After Receipt of Order (ARO), but may be vary between 3-30 days depending upon the needs of the U.S. Government. i. Hours of Operation. Normal business hours are from 07:30 a.m. to 4:30 p.m., Monday thru Friday, with the exception of scheduled Federal Holidays or Training Holidays. Additional days of non-delivery may exist, but the U.S. Government will identify these dates to the winning BPA Call Vendor at the time of individual Call.
