- BNJ SOW Pricing Sheet 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The Virginia Contracting Activity intends to award a Firm Fixed Priced contract to procure an annual maintenance agreement in accordance with the attached Statement of Work (SOW) via a Request for Quotation (RFQ). The period of performance shall be for one (1) year from the date of award plus four (4) one (1) year option periods. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95 dated 19 January 2017 and are listed below. 3. (a) This procurement is a 100% Small Business Set-Aside under NAICS code 511210, Software Publishers. The small business size standard is $38.5 million. HOWEVER, if no small businesses propose, or do not meet the technical specifications stated in the SOW, or are unreasonably priced, large businesses will then be considered for award and are therefore welcome to propose. (b) This requirement is solicited on an "all or nothing" basis; no split awards will be made. **This is an all or nothing solicitation, no split awards will be made. ALL 40 (20 Avenza MAPublisher licenses and 20 Avenza Geographic Imager licenses) in the attached excel spreadsheet entitled Pricing Sheet must be quoted. The contractor shall input their monthly rate for each license in the column entitled Cost / Month only. The excel spreadsheet will then automatically calculate the extended price. DO NOT try to manipulate the excel spreadsheet as that could be grounds for removal from competition. Award will be made to the lowest priced offeror that can meet all aspects/requirements of the attached SOW. 4. Award will be made to the lowest priced offeror that can meet all aspects/requirements of the attached SOW. 5. The following provisions and clauses apply to this solicitation/contract: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. **NOTE** All offerors shall include a copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer, or a copy of its Annual Online Reps and Certs from ORCA website https://orca.bpn.gov/; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items; 6. **NOTE**This above list does not capture all of the clauses that apply to this solicitation/contract - a complete list will be provided at the time of award. 7. (a) Key Dates to be aware of: 1) All questions/inquiries concerning this RFQ must be submitted via EMAIL only no later than 10:00AM ET on 23 May 2017 to christopher.nietubyc@dodiis.mil.
