- RFI for MAV Component Request for Information This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take procurement action in this matter. Further, neither NASA nor the Government will be responsible for any cost incurred in furnishing this information. NASA has identified a need for components to support propulsion system development and testing. There are limited options for Commercial off the Shelf (COTS) components to meet the requirements of the propulsion system. NASA is requesting information for existing high heritage components that can meet the requirements (preferred) or options to modify existing components to meet the requirements. This RFI is being used to gather market research on available and/or readily modifiable components to meet the needs of a near term terrestrial propulsion flight demonstration, develop a procurement strategy and executable schedule for hardware delivery with acceptable risk. 1.0 Overview Contractors may provide information to one or all components of interest. All submissions must explicitly delineate each component's requirements compliance with independent cost and schedule for delivery. i.e. each component must be eligible for a severable future procurement as appropriate. Future awards would be based on best value for each individual component. Firm Fixed Price submissions would be anticipated for components that are high heritage components, but Cost-plus submissions are probable for components requiring a significant design deviation from heritage. Cost-plus future procurements must include clear milestones with anticipated milestone payments and government decision gates with no-cost termination at decision gates (i.e. unilateral option). All government decision gates should assume 1 week schedule impact. Submissions for high heritage COTS component proposals only require submission of the component data sheet, a compliance matrix of the COTS items versus requirements, firm fixed price cost estimate and lead time from ATP. Submissions for new developments require the approach for development (i.e. modification of existing component), identification of any development challenges with risk to cost and schedule, provide a development schedule with at least one design review and design gate milestone before authorization for fabrication and identify milestone payments as appropriate from ATP, Design Review and final product delivery and risk posture of a potential firm fixed price award. While new components are not required to complete full formal qualification, the components delivered to NASA are intended for a terrestrial flight demonstration project. Configuration control and component conformance verification is required using the vendor's standard processes with minimal NASA reporting requirements. Contractors may offer information with schedule options that optimizes the performance of the contract and meets the requirements and delivery date. Early delivery dates that do not drive cost are preferred. Unless an extended period of performance is required (long-lead items), the vendor should assume contract award and authorization to proceed on 11/6/2017. If an extended period of performance is required, the contractor shall assume a contract award date no earlier than 7/3/2017. The component specifications are provided in the attached tables and include: - Valves - Pressure Regulators - Thrusters - Pressure Transducers - Filters 2.0 Expected Deliverables for potential future procurements Firm Fixed Price - High Heritage Components 1) Component As-built Specification - Source Control Drawing 2) Applicable acceptance testing report / component conformance report 3) Component(s) Firm Fixed Price or Cost Plus - Development Efforts 1) Design Data Package prior to deliverable unit fabrication 2) Protoflight Risk Reduction Environmental / Performance testing report 3) Component As-built Specification - Source Control Drawing 4) Applicable acceptance testing report / component conformance report 5) Component(s) If applicable, the contractor shall provide technical information concerning any invention, discovery, improvement, or innovation made by the contractor in the performance of work under this contract. Technology Reports shall be prepared in accordance with DRD 1475CD-001. 3.0 Responses Must Include: Submissions for high heritage COTS component: Submissions must include component data sheet, a compliance matrix of the COTS items versus requirements, firm fixed price cost estimate and lead time from ATP. Submissions for new developments: Submissions must include the approach for development (i.e. modification of existing component), compliance matrix with the parameters currently unable to meet identified, cost and schedule estimates, identification of any development challenges with risk to cost and schedule, provide a high level development schedule with at least one design review and design gate milestone before authorization for fabrication and identify milestone payments as appropriate from ATP, Design Review and final product delivery and risk posture of a potential firm fixed price award. 4.0 Response Submission Deadline: Responses to this RFI must be submitted no later than 11:59 PM Eastern Standard Time, on May 31, 2017. RFI submissions will be accepted as email attachments only. All responses must be sent to.nasa.gov, with "Propulsion Components RFI Response" in the subject line. An email confirmation of receipt from NASA will be sent within a one-week period to the designated point of contact.
