Description

Micrometers RFQ. Please use this document to make submit your quotation. Brand Name J&A Redacted (i) This proposed acquisition is a Consolidated Combined Synopsis/Solicitation Combo for "Brand Name" commercial items and is a 100% Small Business Set-Aside prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. All Small Businesses are encouraged to participate by submitting quotes. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a "Brand Name" Request for Quotation (RFQ), solicitation number FA4608-17-Q-9021, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2005-83 effective 02 July 2015). The Primary North American Industry Classification System (NAICS) number is 332216. The Primary (SIC) Code is 5210. The small business size standard is 750 employees. (ii) The micrometers need to be able to measure the inside diameter (ID) of a small tube approximately 1/4 inch (0.284"), to a tolerance of plus or minus one thousandth (0.001) of an inch per the T.O. for that equipment. The part is a firing pin for survival kits installed in the B-52 ejection seat. The same tool can be used to measure several other small parts, and is not just a single use tool. The tool quoted has a parent measuring unit, and allows swapping of multiple measurement heads. Replacement heads are far less expensive, and allow the tool to be more versatile in the future. The only Vendor found that could provide the specifications provided above is Fowler High Precision Inc. (iii) Firms who want to challenge the "Brand Name" justification must submit an interest letter that demonstrates the firm's ability to provide the described items in the attached RFQ. Interested parties must provide rationale as to why they should be considered. Reponses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (iv) The RFQ is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo. *Important Notes: 1. To be eligible for contract award, vendor must be registered in the System for Award Management (SAM) and must also complete Representations and Certifications at http:www.sam.gov, per FAR 52.204-7. 2. All payments by the Government under any associated contract shall be made by electronic funds transfer (EFT), per FAR 52.232-33, 3. See applicable FAR, DFAS, and AFFARS Clauses and Provisions that apply. 4. Do not transmit classified information over unsecured telecommunications systems. Official DoD telecommunications systems are subject to monitoring. Using DoD telecommunications systems constitutes consent to monitoring. 5. All quotes shall be good through 30 September 2017. The Government will award a contract resulting from this combo to the responsible offeror whose offer conforming to the combo will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i. Price - fair, reasonable, and balanced ii. Technical Acceptability - must be found technically acceptable from the end user Offers will be evaluated on price and technical acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
