Background: Runway Status Lights System Description Concept of Operations: Runway Status Lights is an essential FAA system which uses Airport Surface Surveillance data to determine vehicle and aircraft locations. Runway Status Lights processes this data using complex software algorithms with adjustable parameters to control airfield lights in accordance with Air Traffic operations, including anticipated separation. Red airfield lights (Runway Entrance Lights and Takeoff Hold Lights) illuminate and extinguish as vehicles and aircraft traverse the airfield. System: Runway Status Lights integrates airport lighting equipment with approach and surface surveillance systems to provide a visual signal to pilots and vehicle operators indicating that it is unsafe to enter/cross or begin takeoff on runway. The system is fully automated based on inputs from surface and terminal surveillance systems. Airport surveillance sensor inputs are processed through light control logic that commands in-pavement lights to illuminate red when there is traffic on or approaching the runway. HOW TO RESPOND TO THIS MARKET SURVEY: This market survey ™s intent is to obtain statement of ownership of data rights/proprietary information from potential vendors about engineering and technical support for the following list of components in the Runway Status Lights (RWSL) Field Lighting System (FLS): ILC “ Individual Light Controller Incandescent REL Fixture 44A5924-211 Incandescent THL Fixture 116A0092-5231 LED REL Fixture w/o heaters REL-110 MLC “ Master Light Controller ADB CCR CHF6620/533A/RWSL LED REL Fixture w/ heaters REL-120 LED THL Fixture w/ heaters REL-120 2nd-Gen LED REL Fixture 2nd-Gen LED THL Fixture Please respond to either number 1 or 2 below: 1.If the vendor is the Original Equipment Manufacturer (OEM) of RWSL. The Government requests a letter to include: a.A statement that the company is the sole owner of the data rights/proprietary information to perform technical and engineering support on the RWSL. b.A statement whether or not the vendor would provide the Government with the data and include, if any, stipulations. c.If the vendor has released, licensed or sold this data to other vendors. 2.If the vendor is a licensed and/or authorized vendor then they are to provide a letter stating that they are a licensed and experienced to perform technical and engineering support on the RWSL. Additionally, the vendor is to provide a letter from the OEM showing that they are authorized to use their data to perform this work. The Government is not seeking information from vendors who are not the OEM or an authorized/licensed vendor to perform this work. THIS IS NOT A REQUEST FOR A CAPABILITY STATEMENT, PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor ™s expense. The principle North American Industry Classification System (NAICS) code for this effort is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons), with a size standard of $38.5M. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only.
