- Non-Disclosure Agreement for OAS-CIO-R-17-0130 The Executive Office of the President (EOP) hereby publicizes its intention to issue Request for Quote (RFQ) No. OAS-CIO-R-17-0130 for the redesign of WhiteHouse.gov (WH.gov) to enhance usability, mobility, and modernization in a commercially hosted (external) environment. The main objective is to design a website in accordance with U.S. Web Design Standards utilizing a style that is clear, simple, and Presidential. U.S. Web Design standards can be found at https://standards.usa.gov The purpose of the WH.gov redesign and rebuild contract is to provide best value to the EOP through a full and open competition among highly qualified firms. The new WH.gov site will allow the Administration to better engage citizens and articulate its message. The EOP is seeking offerors that have built a publisher (media) site for private industry that receives over 2 million unique visitors monthly. Additionally, the EOP is seeking offerors with WordPress experience. Offerors must have an active registration in the System for Award Management (SAM) at the time of award. Offerors are highly encouraged to register prior to proposal submission. There is NO FEE to register in SAM. New registrations can take an average of 7-10 business days to process, but could take longer. Additional information can be found at https://www.sam.gov The anticipated action will be a purchase order with Labor Hour (LH) pricing Contract Line Item Numbers (CLIN) for services and Firm-Fixed-Price (FFP) CLINs for licenses and other direct costs. The North American Industry Classification System (NAICS) Code is 519130 Internet Publishing and Broadcasting and Web Search Portals, and the Small Business Size Standard is 1,000 employees. Offerors interested in receiving a RFQ for this requirement must respond to this notice no later than May 19th, 2017 at 5:00 p.m. EDT with the attached Non-Disclosure Agreement (NDA), fully executed by an Authorized Representative of their company. It is currently anticipated that RFQ OAS-CIO-R-17-0130 will be released on May 22nd, 2017. The solicitation will only be available electronically and emailed to offerors that provide timely and fully executed NDAs. Please email the executed NDA to Kirina Cantre at kcantre@oa.eop.gov no later than the time indicated above. Telephonic inquiries will not be honored.
