- Justification for Other than Full and Open Competition Requirements document that contains the specifics of the software items to be purchased. The General Services Administration, Public Buildings Service (GSA/PBS) utilizing Simplified Acquisition Procedures (FAR Part 13), intends to make an award to FormTek, California under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. GSA/PBS is seeking to acquire Alfresco Software Design to develop a BIM File Management system and FormTek EDM Tool (a plugin for Alfresco) which allows the Alfresco system to focus on drawing management. The combination of Alfresco and FormTek empowers users to be able to access BIM models of the latest building information along with the latest 2D drawings. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The NAICS code is 423430. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. The government will consider all responses received by 4:00 pm. ET, Tuesday, May 30, 2017. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
