- PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Network Contracting Office (NCO) 10 anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the purchase of a Statement of Conditions (SoC) Survey in order to identify problems and issues that must be resolved in managing life safety deficiencies and develop processes that will assist us in maintaining compliance with LSC and JC standards at the Ann Arbor VA Medical Center, 24 Frank Lloyd Wright Drive, Ann Arbor, MI 48105. PROJECT SCOPE: The contractor will review and update the Statement of Conditions Survey at the facility and submit a written report (referencing Life Safety Code standard) and updated fire safety plans. The report shall include a life safety assessment review for buildings required for SOC and a review of the Part 4, Plan for Improvement, focusing on the facility s compliance in meeting their stated abatement dates for deficiencies. ADMINISTRATIVE: The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with FAR Part 13 and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside per FAR Part 19. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 541350 Building Inspection Services with a size standard of $7.5 million. The solicitation will be issued on or about May 22, 2017 and proposals will be due on June 22, 2017 at 2:00PM (ET), at the address listed in this notice. This notice is not a request for competitive offers. The point of contact is Bridget May who can be reached by email at bridget.may@va.gov.
