6TX0548/ /Arlington, TX Justification For Other Than Full And Open Competition PAGE 1 OF 3 Last Revised 10/05/15 U.S. General Services Administration GSA Region 7 Leasing Division Justification for Other than Full and Open Competition Lease Number: GS-07P-LTX16321 Project Number: 6TX0548 Agency Name: 1. Identification and Description of Action Being Approved: The General Services Administration currently leases 10,586 ABOA square feet (12,174 RSF) of office space at 2501 Avenue J, Arlington, TX 76006 under lease number GS-07P LTX16321 for the. The current lease expires June 14, 2017. Approval is requested to negotiate a lease extension without full and open competition for a term of 60 months, 0 firm. 2. Description of Supplies or Services Required: Lease GS-07B-LTX16321 for 10,586 ABOA square feet and 12,174 RSF, expires on June 14, 2017. The space is located at 2501 Avenue J, Arlington, TX 76006 and is currently occupied by the. The current lessor is Keith Menking of Hielan Real Estate, 2280 Highland Village Rd. Ste. 150, Highland Village, TX 75077. The current lease includes office and related space for the tenants. This proposal will extend the current lease sixty (60) months to provide sufficient time to deliver a long term replacement lease. 3. Identification of Statutory Authority: GSAM 570.405 (c) specifies that FAR 6.302-1 applies to lease extensions in certain situations related to protecting the Governments current occupancy until replacement space is ready for occupancy. FAR 6.302-1 is the implementing regulation for 41 U.S.C. 253 (c)(1) - Only one responsible source and no other supplies or services will satisfy agency requirements. 4. Demonstration that the Acquisition Requires use of the Authority Cited: An extension is required to protect the Government's occupancy until the replacement space is occupied. It is not reasonable to duplicate the tenant's existing space at another location while replacement space is being acquired. 5. Description of Efforts to Solicit as Many Offers as Practical: Exception to Advertising: GSAM 570.106(d) provides that the contracting officer need not publicize the proposed acquisition of a leasehold interest in real property by lease extension under the conditions defined in 570.405. 6TX0548/ /Arlington, TX Justification For Other Than Full And Open Competition PAGE 2 OF 3 Last Revised 10/05/15 6. Demonstration that the Anticipated Cost will be Fair and Reasonable: A rate not exceeding $18.90 per rentable square foot, and total contract value of $1,150,443.00, supported by market data is considered to be within the market range and therefore deemed fair and reasonable. The current rental rate is $15.69 per rentable square foot ($10.46 shell rent, $5.23 operating rent). Recent market research conducted by GSA in Arlington, TX showed the rental rate within the delineated area ranges from $14.84 - $23.34 per RSF. 7.
