- PWS THIS IS A SOURCES SOUGHT ONLY. This announcement constitutes a Sources Sought Synopsis (SSS) for the purpose of conducting market research only. No solicitation exists. This is not a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for possible future procurement. A determination by the ANG not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air National Guard. This notice does not constitute a solicitation for offers. The Government will not reimburse or pay for any information submitted in response to this SSS or any follow-up information requests. Brief Description: The National Guard Bureau (NGB) Contracting Division has a requirement from the Air National Guard (ANG), Air Directorate, Logistics and Installations (NGB/ A4) to provide leadership and guidance in the development and implementation of geospatial capabilities integration and the GeoBase concept at all ANG installations in the continental United States (CONUS) and U.S. Territories (Puerto Rico, Guam and Virgin Islands). Currently ANG GeoBase is centrally run at the ANG Readiness Center (ANGRC) by NGB/ A4 and regionally implemented by use of five (5) separate regions. This program supports all ANG geospatial needs and the various installation geospatial requirements. These duties involve interaction with all ANG functional offices, the NGB Joint Staff and Army National Guard Staff, ANG installation-level commanders/ personnel, the Air Force Civil Engineer Center (AFCEC), the Air Force Installation & Mission Support Center (AFIMSC), Headquarters USAF, and Defense Installation Spatial Data Infrastructure (DISDI). No solicitation is being issued at this time. Response Date: 01 June 2017 Contract Specialist: Ms. Arlene Davis, Arlene.y.davis.civ@mail.mil Primary NACIS Code: 541990 - All Other Professional, Scientific and Technical Services Place of Performance: The primary place of performance shall be Joint Base Andrews (JBA) building 3501, McGhee Tyson Tennessee Data Center, and the five (5) regional locations: Region 1 RA is at the 111 th in Willow Grove Pennsylvania, Region 2 RA is at the 12st in Rickenbacker, Ohio, Region 3 RA is at the 165 th in Savannah, Georgia, Region 4 RA is at the 155 th in Lincoln, Nebraska, and Region 5 is at the 150 th in Kirtland, New Mexico. The National Guard Bureau (NGB) Operational Contracting Division is conducting market research to determine the availability of qualified small business sources to provide the ANGRC with a staff that can provide GeoBase Program management services. The Government requests interested parties submit a response which shall include a brief description of their company's business size (i.e. annual revenues and employee size), business status (8(a)), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor protégé relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by teaming partner. Capability Packages should clearly address the following: A technical understanding of the requirement to provide rehabilitative and performance services to Air National Guard GeoBase Support Services. Key Personnel: Does the key staff members have experience in directing and coordinating the technical direction of the services outlined in the performance work statement (PWS), to provide management services for the GeoBase Program. Past Performance: Do you have specific past performance and experience providing management services to the GeoBase Program or similar services In addition, the following questions must be answered and elaborated on as part of the package: •(1) Past Performance - Does your firm have the relevant past performance experience within the last three years of providing management services for the GeoBase Program or similar services? •(2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in management services for the GeoBase Program ? Additional information regarding this requirement will be posted for viewing on FedBizOps at https://www.fbo.gov/ as it become available. Interested parties are cautioned that the PWS posted with this notice is subject to change, the formal version of the PWS will be released with the solicitation on a future date. Note, the PWS is provided to give a general understanding of the requirement and the type of work requested in the effort going forward while a finalized PWS is generated for this requirement. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. NOTE: It is the responsibility of all potential offerors to monitor the FedBizOpps web site for release of any future synopsis or release of the solicitation.
