- This procurement is set aside for small business concerns. The General Services Administration (GSA) has a need for repointing, stone repairs, waterproofing repairs, facade cleaning, window caulking replacement, window replacement and stair repairs on all facades of the Charles E. Chamberlain Federal Building in Lansing, MI. The Chamberlain building is listed on the National Register of Historic Places, therefore all work must be in accordance with the Secretary of the Interiors Standards for Rehabilitation of Historic Properties. One of the evaluation factors in the solicitation will require that the offeror has previous experience providing General Construction Services to historical buildings in accordance with the Secretary of Interior's Standards for Rehabilitation of Historic Properties. The work will include: - Repairing the through wall waterproofing at the parapet. - Removal of the parapet stone, performing work to the flashing, and replacing the stones. - Stone cleaning at the façade including roof parapet elements. - Metal cleaning of the decorative metal panels within the facade. - Repointing select stone joints. - Replacement of three windows on the roof parapet elevation. - Removal and replacement of select loose stones. - Removal and replacement of stones at the four stairs. - Repairing waterproofing at one stair. The performance period for on-site work is 285 calendar days from the issuance of Notice to Proceed (NTP). The estimated range for this project is between $1,000,000 and $5,000,000. This procurement is set aside for small business concerns. The NAICS Code for this procurement is 238140 (Masonry Contractors) with a size standard of $15.0 million. This is a negotiated procurement; there will NOT be a public bid opening. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs).The technical factors will include: Experience providing General Construction (GC) Services on Similarly Complex Projects; Project Management Plan; Staffing Plan and Qualifications of Key Personnel; and Past Performance on Similarly Complex Projects. The Government reserves the right to make award on initial offers, but discussions maybe held if appropriate. The solicitation will be available on or about May 31, 2017 (actual date for receipt of proposals will be stated in the solicitation). A preproposal conference will be conducted before the proposal due date (actual information will be contained in the solicitation). Offerors will be responsible for downloading the solicitation and for monitoring FedBizOpps for amendments and/or additional information.
