Description

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with Data Innovations, Inc (DUNS: 964900463), pursuant to FAR part 12, FAR part 13, and specifically FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold. The proposed sole source purchase order is for the upgrade of the facility s existing Instrument Manager software suite, to add additional licenses for new instrumentation, to change the version operating system from Windows XP to Windows 7, and to add the Auto-verification function, which allows for test results on some instrumentation to be transmitted back to medical staff via CPRS. The requiring Medical Center for this action is the Charles George VA Medical Center in Asheville, North Carolina. The NAICS code for this contract action is 511210, Software Publishers (SBA Size Standard: $38.5 million annual revenue). The Product Service Code for this action is 7030, ADP Software. The required software upgrade is unique to the facility s existing software deployment for management of lab instrumentation. The upgrade can only be comprised of Data Innovations brand Instrument Manager licenses and updates, due to proprietary software code. A sources sought, posted to FBO.gov on 10 May 2017 for three business days, returned zero (0) results. The manufacturer, Data Innovations, is the only identified source for the software upgrade. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a capability statement to the contracting office no later than Friday, May 19, 2017, 08:00PM EST. Interest/capability statements may be sent to Daniel Spaulding, Contract Specialist, at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
