- The Army Contracting Command (ACC), New Jersey, Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify qualified sources within the United States and Canada who are capable of Load, Assemble and Pack (LAP) and delivery of the 120mm M931 Full Range Practice (FRP) Cartridge and the M933A1 and M934A1 High Explosive (HE) Mortar Cartridges. The M933A1 and M934A1 cartridges are fuzed high explosive rounds developed for use in the M120 (towed version), M121 (carrier-mounted version) Battalion Mortar Systems, and the Stryker Brigade Combat Team Mortar Carrier. They are intended for use against personnel and materiel targets, providing for fragmentation and blast effects. The M931 Full Range Practice Cartridge is a 120mm low cost indirect fire mortar training cartridge, developed to provide realistic training at reduced cost. Components provided as Government Furnished Material (GFM) to the LAP contractor are: M31 Fin Assemblies, Shell Bodies, M1020 Ignition Cartridges, M234A1 Propelling Charges, Fuze Adapters, M751/M783/M734A1 Fuzes and Composition B Explosive. The estimated quantity to be purchased over a two (2) year period for the M931 is approximately 634,884 and for the M933A1/M934A1 combined is approximately 208,205 for FY18-19 requirements. Interested contractors who feel that they have the necessary capabilities should respond by providing the following information in the timeframe established below: 1) Provide evidence of manufacturing capabilities including an ability to produce 120mm Mortar Cartridges or similar products at a rate of 15,000 units per month; 2) Provide a schedule to achieve delivery of product 8 months after contract award that includes establishing a qualified production line, Material Procurement, In-house manufacturing, First Article Testing, Load Assembly Pack (LAP), Ballistic Lot Acceptance Testing, and Final Delivery; 3) Manufacturing experience with 120mm Mortar Cartridge LAP or similar products; 4) Description of Facilities and Personnel (numbers, experience, and specialized skill-sets) as it relates to the above production efforts; 5) Provide evidence of Quality Assurance in order to support this production program; and 6) Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status. Interested firms should provide, at no cost to the government, a summary of their firm's capabilities to megan.e.cahill.civ@mail.mil within 30 calendar days of this publication by electronic mail.
