Hill-Rom Progressa ICU Hospital Beds Brand Name or Equal NAICS Code: 339113 Solicitation Number: VA-263-17-Q-0668 Notice Type: Sources Sought This is a Sources Sought only for Service Disable Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB); it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of Hill-Rom Progressa ICU Hospital Beds brand name or equal as indicated below at the Minneapolis VA Health Care System (MVAHCS) located at One Veterans Drive Minneapolis, MN 55417. To assist interested parties, a brief/general description (not all inclusive) is provided below: The Minneapolis VA Health Care System, located at One Veterans Drive Minneapolis, MN 55417, has a requirement for Hill-Rom Progressa ICU Hospital Beds brand name or equal. GREY MARKET ITEMS:   The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or "grey market" items. All items must be covered by the manufacturer's warranty.   The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer.   Please note that such evidence is subject to verification by the Contracting Officer at his/her discretion. Specifications Minneapolis VA ICU Beds Requirement Description Locations and Quantities Intensive Care Unit (ICU) flat deck beds with mattress, scale and bed alarm. Require a dis- articulating frame. ICU beds features also include nurse call system interface, battery back-up, powered drive, and trapeze mounts. Controls, Patient and Staff The bed shall provide controls for positioning and nurse call functions as well as a patient lock-out. Patient controls shall be provided in the side-rails with optional removable hand pendant. Patient Controls shall provide TV/Radio Volume, Channel, Nurse Call and Lights, Shade and other environmental controls. Buttons shall be identified with clearly visible symbols for patient ease of use. Beds shall also provide a CPR control to quickly adjust the bed to a flat and stable position in the event of an emergency. Staff should have the ability to adjust the bed in the event of a power failure manually. Beds shall provide foot controls so that staff can control bed functions Hands-Free. Height/Width The bed shall be height adjustable. Minimum low position less than 16 inches from bed frame to floor. Maximum high position shall be no more than 40 inches from mattress top edge mattress to the floor. The bed shall have a width narrow enough to fit through the doorway of a common patient room regardless of the position of the side rails (up, down, or stowed). Maximum bed width shall not exceed 42 inches. Length The bed shall be length adjustable to accommodate taller patients. Bed and mattress shall fully extend to 92 minimum and retract to 85 or less. Bed Position The bed shall provide motorized bed positioning controls including but not limited to the following: Head Section angles between 0 and 65 degrees, knee gatch angles between 0 and 16 degrees, Foot section between 0 and 27 degrees. The bed shall also angle to provide the patient a chair position. Require bed frame offer supported lift option to standing position. Powered Transport The bed shall provide a power-drive transport system, allows a single caregiver to easily transport patients throughout the facility. Bed Exit Alarms The bed shall have an integrated bed exit alarm feature. The alarm system shall have three adjustable sensitivity levels and the following mode of alarms: Positioning, Exiting, and Out-of-Bed. Bed exit alarm system shall provide connectivity to nurse call system so that the interface remotely notifies assigned caregiver(s) of alarm events. Radiotransparent Bed Surfaces The bed surface and frame assembly under or within the mattress shall be radiotransparent (i.e., permitting the passage of radiation and especially X rays). Reduces Risk of Patient Entrapment The bed shall be designed to reduce patient entrapment risks, and shall comply with FDA guidelines entitled; Hospital Bed system Dimensional Guidance to Reduce Entrapment dated, 2015. In addition, the bed shall provide an obstacle detection system designed to prevent patient entrapment between the floor and the bottom of the bed as well as include under bed lights. Other accessories The beds shall provide an integrated IV pole assembly, O2 E cylinder mount, trapeze with mounts, nurse call interface cable 37 Pin, and a removable patient communication control pendant. Require two additional power outlets integrated as part of the frame. Monitor/Transport tray feature at the foot of the bed. Needs to be removable and stored as part of the bed frame. Cable management system as part of the head end of bed. Would like a USB Port for patient use as part of the bed frame, but this is not required. Trendelenburg A Trendelenburg function shall be provided with a gauge to indicate degree of angle. Minimum trendelenburg = 15 degrees and reverse trendelenburg = 10 degrees Casters/Brakes Caster shall be a minimum of 5 inches in diameter to facilitate transport through doorways and over small obstacles that may be encountered. Caster shall swivel and at least two shall lock to prevent unwanted movement. The bed shall provide a central brake system, which can be foot-controlled by staff. NCS and Patient Entertainment Interface The bed shall provide an interface to the nurse call system bedside stations in the wall or headwall unit behind the bed location so that TV/Radio controls and nurse call buttons integrated in the bed function as intended. Patient Scale The bed shall have an integrated patient scale. The scale shall have an accuracy of +/- 3% of the patient s actual weight. The scale shall function during all bed positions except reverse trendelenburg, and the scales shall be able to measure patients up to 500 lbs. The scale shall be easy to use and display the patient s weight in both kilograms and pounds with weight log available. Mattress Type one: Convertible Self Adjusting Technology (SAT) to Low-Air Loss Definition of support surface/mattress: A specialized device for pressure redistribution designed for management of tissue loads, micro-climate, and/or other therapeutic functions The vendor must provide a mattress that meets all of the following features: Mattress will be comprised of a combination of viscoelastic foam (a porous polymer material that conforms in proportion to the applied weight.) and air (low density fluid with minimal resistance to flow) for pressure redistribution. Mattress will have microclimate (the temperature and humidity of the interface between the support surface and the individual) management as evidenced by patient s skin being dry. Mattress will have the option to convert from non-powered to powered low air loss technology (feature of a support surface that provides a flow of air to assist in managing the heat and humidity (microclimate) of the skin. Mattress must include the features of alternating pressure (feature of support surface that provides pressure redistribution via cyclic changes in loading and uploading as characterized by frequency, duration, amplitude and rate of change parameters) and lateral rotation (feature of a support surface that provides rotation about a longitudinal axis as characterized by degree of patient turn, duration and frequency). Interface pressures must never exceed 32 mmHg. Heel zone of mattress provides enhanced pressure redistribution compared to the rest of the mattress The mattress cover must meet the following features: Allow for partial immersion into foam Mattress cover vapour permeability (MVTR) (defined as moisture vapour transmission rate) minimum of 300g/m2/24hrs. durable stain resistant mildew resistant flame retardant designed to reduce the risk of friction and/or sheer forces during repositioning with a low friction fabric meets infection control guidelines of water proofing (prevents contamination of foam), welded seams (prevent ingress of fluids), waterfall flaps (cover over zippers) must not degrade with the use of standard hospital grade disinfectants Mattress dimensions: 36 x a minimum of 80 x minimum of 6 thick. Mattress Bolster If the mattress is shorter than the bed frame, the vendor must provide a means to accommodate the extension of the bed frame that is made of a similar material as the mattress (must have same cover type with either viscoelastic foam or air). Battery Back-up The bed shall provide battery back-up function in the event of power failure. A fully charged battery should last 2 hour minimum. Facility Engineering Technical Training The vendor shall provide technical training for maintenance and service for two (2) facility engineering personnel that would include factory service training courses. Training shall include tuition, hotel, meals, and travel expenses. Vendor shall provide any service tools and test equipment comparable with that provided to the OEM s service personnel. Delivery and Installation Services Materials provided shall be new equipment, parts, and accessories as specified in the SOW. The vendor shall deliver materials to the job site in OEM's original unopened containers, clearly labeled with the OEM's name, equipment model and serial identification numbers, and Purchase Order (PO) number. The vendor is responsible for inventorying materials prior to delivery to the Minneapolis VA Health Care System (MVAHCS) to check for accuracy in quantity and part number. The MVAHCS shall identify and provide limited daily storage of vendor parts/supplies at the time of delivery and reject items that do not conform to this requirement. All on-site installation services shall be vendor-provided by technical staff (not sales reps) fully trained to service and install bed products, parts, and accessories as specified in the SOW. Disposal of Waste The vendor shall provide, maintain, and dispose all material waste and packaging associated with the beds/products and/or waste generated during the installation services. Vendor will be responsible for moving waste materials from job site(s) to a vendor-provided waste container, and then off site. Technical Support Vendor will supply 24/7/365 hour phone technical support for the duration of ownership of the equipment Response time for parts and labor will be no more than 24 hours available 24/7 On-Site User Training Upon delivery of the beds, qualified instructors must provide user training for staff on day, evening, and night shifts at times to be determined by the facility. Training must be offered 7 days a week for the first two weeks and four days a week for the next 2 weeks. Vendor shall provide a description of the user training planned. Ongoing training Annually as requested. This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for quote (RFQ). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist.
