Description
Justification Review Document (J&A) a. At the expiration of the existing five year contract, the contract was extended for three months under 52.217-8 in an effort to compete the contract utilizing Commercial Cost Comparison (C3) Solicitation Procedures. A total of commercial proposals and one SourceAmerica proposal were received in response to the solicitation. An initial review of the proposals revealed that five offers complied with the requirement as outlined in Section L of the solicitation, Provision 52.215-4509, Proposal Submission (Format and Content (APR 2004)). The five offers were forwarded to a Source Selection Evaluation Board (SSEB) for evaluation, in accordance with the Section M, Evaluation Factors for Award (Attachment 1). The SourceAmerica proposal remained sealed and in a locked storage location, until such time the cost comparison is conducted. Following the initial review and technical evaluation it was determined that clarificationswere required from multiple proposals. During this time, the contracting activity was also experiencing high turnover, limited manpower, and backlog; thus, reviews and evaluations took longer than expected. It was also necessary to conduct discussionswith offerors, adding additionalprocurement time. b. Due to the above delays, the requested two-month extension is determined to be in the best interest of the Government to allow for a continuation of services with the incumbent contractor, who is already performing the services at a satisfactory level and who is knowledgeable of all requirements to include existing sufficient staffing, existing negotiated contractual terms and conditions, and performance schedule to continue operationswithout further delay or disruption. Proposal evaluations are currently underway for the anticipated new contract to be awarded in May of 2017. Issuing a new solicitation for this two-month period would present unacceptable delays in fulfilling the Governments requirement for shelf stocking, receiving/storage/holding area, and custodial services at the Fort McCoy Commissary. Disruption of these services would potentially result in a shutdown of the commissary, and thereby negatively impact the service for military members and their families. The time and costs associated with the Government to re-compete a two month effort would not be prudent and would not result in recouped costs over the life of a two month contract. As such, extending the option period for an additional two-month period.
