- This pre-solicitation is the synopsis for a requirement for the New Mexico Army National Guard (NMARNG) for the Recruiting and Retention Office. The items in this requirement include the following items: backpacks, bean bag cellular phone device holders, compression sleeves, short sleeve shirts, lanyards, polo shirts, and jackets. All items shall have the New Mexico Army National Guard logo printed or stitched onto them. The solicitation document will have more information on this requirement. The Government intends to award a single Firm Fixed Price Contract for this requirement. In accordance with the Federal Acquisition Regulations (FAR) part 5.203, the solicitation will be posted on or around June 2, 2017. There will be a deadline for questions, the deadline will be posted when the solicitation becomes available. Questions submitted after the deadline may not be answered or acknowledged. This requirement will be set aside for 100 percent small business concerns. The North American Industry Classification System (NAICS) code is 314910 - Textile Bag and Canvas Mills, the size standard is 500 employees. The Buy American Act, The Berry Amendment, and the Non-Manufacture Rule apply to this requirement. This requirement will be awarded on the basis of Lowest Price Technically Acceptable (LPTA). The two (2) technical factors of this requirement are 1.) Quality (must meet or exceed the quality of the items within the solicitation document, refer to FAR Provision 52.211-6 - Brand Name or Equal) If an equal item will be submitted in your quote a sample of each equal item(s) must be submitted to the contracting office prior to the date and time the solicitation closes at no charge to the Government. If the sample items do not meet the quality or the information in FAR Provision 52.211-6-Brand Name or Equal and are not received prior to the close of the solicitation, the equal item(s) shall be deemed technically unacceptable. 2.) Certification of compliance of the Buy American Act, The Berry Amendment, and the Non-Manufacture Rule. If your submitted quote does not include certification of meeting these procurement requirements, your quote shall be deemed technically unacceptable. In accordance with FAR Provision 52.204-7 all prospective offerors interested in submitting a quotation in response to this solicitation must have a current registration in the System for Award Management (SAM). Lack of registration in SAM prior to close of the solicitation period will make an offeror ineligible for award. The website for SAM is www.SAM.gov. Please do not submit questions until after the solicitation has been posted. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 invoices must be submitted via Wide Area Work Flow (WAWF), payment will be made by Electronic Funds Transfer (ETF). The invoice shall not be submitted until all items for this requirement are shipped, the invoice shall only be accepted once all items in the award document are received and accepted by the Government. Partial payments are not authorized for this requirement.
