- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Department of Veterans Affairs is in the process of determining the acquisition strategy for Modeling to Learn: A Participatory System Dynamics Platform to Increase Timely Access to VHA Evidence-based Outpatient Mental Health Care service for VA Palo Alto Health Care System with location in Palo Alto, Menlo Park, and Livermore CA. Please note that this Request for Information (RFI) is for information only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirement are invited to submit information describing their capability to provide the required services. OVERVIEW: Contractor will work with Veteran patients, providers and policymakers to program a user-centered interface that displays real de-identified aggregate data and can model what-if simulation scenarios to determine likely trade-offs from common clinic redesign decisions. The PSD interface and packaged materials will affordably and efficiently sustain training and facilitation of VA mental health stakeholders in the identification of the high yield policies and procedures for increasing timely patient access to EBPs. EBP coordinators, OMHO, and NCPTSD initiatives, such as the PTSD mentorship program, can use the facilitation materials and interface. The online PSD platform will incorporate the most critical decisions that stakeholders face for increasing access to high-quality care and facilitate sustainable PSD learning nationally across the VA. Note the exact requirements for this project below, which include six central considerations: Nationally recognized expertise with System Dynamics Modeling Simulations Development and design of a simulation user-interface for an existing Vensim DSS model A synchronous/real-time multi-learner system dynamics simulation compatible with existing, unique VHA log-in credentials (e.g., VA email) Prior experience with development of a user-interface/simulation learning platform with stakeholder input for a national (i.e., across the United States) federal government entity; the ideal contractor has experience with federal health agencies (e.g., Veterans Health Administration, Centers for Disease Control and Prevention) Affordable online hosting of the simulation learning platform for up to 100 unique VA users/month Proximity to National Center for PTSD, Dissemination and Training Division, in Menlo Park, CA to facilitate in-person development meetings with end-users/VHA stakeholders. Office does not have to be located near Menlo Park; however, in-person meetings will be required at the expense of the vendor. The Government does not intend to pay for any information provided under this sources sought synopsis.
