Description
This is a notice of intent to negotiate an award on sole source basis, by the National Institute of Standards and Technology (NIST) under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement with: TeleRob USA, 8724 Oriole Drive, Erie PA 16509 to lease with the option to purchase the Robot Telemax PRO. The e lease will be for a base period of four months, followed by four optional lease periods of 12 months each. The North American Industry Classification System (NAICS) code for this acquisition is 336111 Unmanned and Robotic automobile Manufacturing, and the size standard is 1,500 employees. The National Institute of Standards and Technology (NIST) has developed initial performance metrics to quantitatively evaluate the relative benefits of these basic robotic capabilities for unstructured environments, but have no ongoing access to such a robot to support in-depth experiments. This hinders our data collection and development efforts across the comprehensive suite of apparatuses and test procedures for maneuvering, mobility, dexterity, sensors, endurance, etc. necessary for unstructured environments. Development of the underlying measurement science supporting such performance metrics requires ongoing experiments conducted here at NIST. The Telemax Robot would enable these experiments and accelerate the pace of our work. The Telemax Pro represents the state-of-the-science in commercially available mobile robot manipulators for unstructured and hazardous environments. The following functionalities which are unique to the Telemax Pro are required by NIST: 7-dof manipulator with coordinated control for dexterity, independent front and rear flippers for advanced mobility, 3D range sensors for navigation and mapping, and autonomous functionality with a ROS controller interface. The robot must be 7 degrees of freedom with coordinated control. NIST has developed initial performance metrics to quantitatively evaluate the relative benefits of these basic robotic capabilities for unstructured environments, but have no ongoing access to such a robot to support in-depth experiments. This hinders NIST's data collection and development efforts across the comprehensive suite of apparatuses and test procedures for maneuvering, mobility, dexterity, sensors, endurance, etc. necessary for unstructured environments. The Telemax Pro would enable these experiments and accelerate the pace of our work. NIST has rely on external events such as competitions and field exercises to entice manufacturers into prototype test methods to validate the apparatuses, procedures, and metrics. This approach has slowed NIST progress because of the unpredictable and intermittent nature of these events, and the number of experiments necessary across the growing suite of applicable test methods. In addition, rather than using these external events for their intended purpose, which is to validate and disseminate the measurement science developed in the lab using multiple types of robots. A considerable amount of time is spent in refining the metrics, apparatuses, and test procedures because there are no other opportunities with the actual robots that can perform each test method appropriately. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to abdul-kudus.yahaya@nist.gov. All responses to this notice of intent must be submitted so that they are received at abdul-kudus.yahaya@nist.gov no later than May 24, 2017 at 12:00 PM Eastern Time.
