1 SOURCES SOUGHT NOTICE DEPARTMENT OF VETERANS AFFAIRS Chattanooga National Cemetery The Chattanooga National Cemetery has a need for the following services: Fertilizer (Pre-Emergent) Topsoil for Interment Operations Hauling and Dirt Disposal Chattanooga National Cemetery is located at: Cemetery Address: 1200 Bailey Avenue Chattanooga, TN 37404 We anticipate a 100% Veteran Owned Small Business (SDVOSB or VOSB) Open Market set-aside for this procurement. North American Industry Classification System (NAICS) code is 561730 Landscaping Services with a size standard in dollars of $7.5 million dollars.. Any interested bidder that does not meet the capability and size standard under this NAICS code should not submit a Sources Sought response. SEE SCOPE OF WORK FOR EACH SERVICE BELOW: Scope of Work (Fertilizer Pre-Emergent ) The Contractor shall furnish all supervision, labor, equipment, materials and supplies necessary to provide quantities of fertilizers, pesticides and pre-emergent as stated below to the Chattanooga National Cemetery located at 1200 Bailey Chattanooga TN, 37404. Scope of Work (Topsoil for Interment Operations) Provide Topsoil with delivery for Chattanooga National Cemetery, 1200 Bailey Ave, Chattanooga, TN 37404. Topsoil Mix shall be a well-graded soil of good uniform quality. It shall be a natural, friable soil representative of productive soils in the vicinity. Topsoil shall be free of admixture of subsoil, foreign matter, objects larger than 25 mm (one inch) in any dimension, toxic substances, weeds and any material or substances that may be harmful to plant growth and shall have a pH value of not less than 5.0 nor more than 7.5. Topsoil Mix shall contain 25-35% mushroom compost and 30% sand (may be river sand or masonry sand) well blended and sifted. Product should be workable when wet and should provide excellent growth potential for plants and turf. Testing for pH and organic content will be required by an approved laboratory. Copies of the Analysis Report shall be furnished to the COR PRIOR to the initial topsoil delivery. Mix may not have noxious or undesirable odors. Mix should be relatively odor free. Respirometry (Co2 evolution rate) should be between 1-8 Units in mg CO2-C/g organic matter/day. 1 Load of topsoil mix shall be a tandem load dump truck containing a minimum of 18 cubic yards of material. Delivery shall be provided within 3 workdays of notice from Cemetery. All work shall be accomplished Mon Fri 0800-1600 excluding Federal Holidays. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. The Contractor shall furnish all labor, equipment, transportation, fuel, and supplies for this procurement. Cemetery estimates deliveries from time of award through September 30, 2017. Scope of Work (Hauling and Dirt Disposal) Provide removal and disposal of dirt services for Chattanooga National Cemetery, 1200 Bailey Ave, Chattanooga, TN 37404. Period of performance is from date of contract award through September 30, 2017. Minimum of 3 days notice will be given from the Cemetery for the vendor to provide dump truck(s) to haul excess dirt from Cemetery to be properly disposed of in accordance with all Federal, State and Local regulations. All dirt and spoils leaving Cemetery will be clean of all hazardous material. Truck(s) shall be a tandem-axle or more and must haul a minimum of 16 cubic yards of dirt that may or may not contain copious amounts of water from inclement weather, rock up to 10 cubic feet in size, roots, stumps and various organic debris. Trucks sides shall be no higher than 10 feet measuring from the ground to the top. Vendor shall provide enough trucks to haul a minimum of 3 loads of dirt and/or rocks per hour. All work shall be accomplished Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m. (Eastern) excluding Federal Holidays. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. Cemetery estimates the removal of approximately 50 spoil loads for the remainder of the FY 2017 period. The Contractor shall furnish all labor, equipment, transportation, fuel, and disposal fees pertaining to this procurement.
