- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends issue solicitation RFQP04181600041 for the provision of Life Connections Program Catholic Spiritual Guide as a competitive set-aside for Service-Disable Veteran-Owned Small Businesses. The agency's Service-Disabled Veteran-Owned Small Business goal has been difficult to achieve, so an increase emphasis is being placed on the program. The services will be provided to the Federal Bureau of Prisons, located at the Federal Correctional Complex, located in Terre Haute, Indiana. A firm-fixed price indefinite delivery/requirements type contract will result from this solicitation. The program will provide inmates with intensive opportunities for spiritual growth and deepening their religious roots by sharing common space and programs for the purpose of personal transformation and reducing recidivism. Inmates will participate in religion specific and inter-faith program components designed to bring restoration with God, family, community, and self. The programs designed will increase religious tolerance and respect among inmates of various faiths; will connect each inmate with a spiritual mentor, and will link participants with faith community at their release destination in order to enhance community reintegration. The requirement for these services will consist of an estimated 1440 sessions per 12 month period (6 sessions per day, 5 days per week, 48 weeks per year). Each session will be defined as one (1) hour in length. It is anticipated the services will be required Monday through Friday, excluding Federal Holidays and may require weekend or evening hours based on need. A mutually agreed upon schedule will be determined following award of a contract. The contract period shall consist of the Effective Date of Award (EDOA) through September 30, 2018 and four 12 month option period for renewal at the unilateral discretion of the Government. The solicitation will be available on or about May 24, 2017 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about June 23, 2017. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. The North American Industrial Classification (NAICS) code is 813110, with a small business size standard of $7,500,000.00. All responsible Service-Disabled Veteran-Owned Small Businesses may submit a bid, proposal, or quotation which shall be considered by the agency.
