- The United States Department of State's Regional Procurement Support Office in Frankfurt, Germany is issuing this pre-solicitation notice to satisfy the requirement at Federal Acquisition Regulation (FAR) Part 5 on the behalf of the Consular Section at the U.S. Consulate General Istanbul. The U.S. Government has a requirement for an off-site consular pre-screening area within three (3) kilometers of the U.S. Consulate General Istanbul in Turkey for visa applicants waiting for their visa appointment at the U.S. Consulate General. The selected Contractor will be responsible for the upkeep, furnishing, cleaning, and operation of such facility, including the safety and security of Contractor personnel and other individuals. Additionally, the contractor shall provide continuous bus transportation between the facility and the waiting location at U.S. Consulate General for visa applicants as their appointment time nears, and immediately after their appointments. The Regional Procurement Support Office intends to award one (1) firm-fixed price for such services for one base year and four option years. This is not a Request for Proposal (RFP) nor a solicitation is being released at this time. In requesting to be placed on the solicitation mailing list, please provide the e-mail contact information for the company point of contact to receive a copy of the solicitation via e-mail. Any requests for a copy of the solicitation after 1 June 2017 will not be honored. Please do not telephone. The solicitation is expected to be released on or around 2 June 2017 with additional associated materials provided during the pre-proposal conference and site visit. Additionally, the solicitation is available only in English. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. All contractors have to be registered in the SAM (System for Award Management) database (https://www.sam.gov) prior to contract award. Therefore prospective offerors are encouraged to register prior to the submittal of proposals.
