- General Services Administration (GSA), Public Buildings Service, Great Lakes Region 5, intends to solicit proposals for operations and maintenance services at the Bishop Henry Whipple Federal Building, 1 Federal Drive, Fort Snelling, MN 55111 and Eau Claire Federal Building & U.S. Courthouse 500 S. Barstow Commons Eau Claire, WI 54701. Offerors will be expected to Provide "Operations & Mechanical Maintenance Services" at the Bishop Henry Whipple Federal Building, 1 Federal Drive, Fort Snelling, MN 55111 and Eau Claire Federal Building & U.S. Courthouse 500 S. Barstow Commons Eau Claire, WI 54701. A contractor would be tasked with providing performance based Operations & Mechanical Maintenance services to ensure the safety of the building mechanical operations and to maintain the building assets. The general nature and intent of the work to be performed will include but is not limited to labor, materials, equipment, management, and supplies for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of the following equipment and systems: Electrical systems and equipment; Mechanical (including a large geothermal system), plumbing (includes rooftop solar potable-water heating system), Building Automation System (BAS); Fire protection and life safety systems and equipment; Architectural and structural systems, fixtures, and equipment within the site (to the property line); Maintenance of landscape irrigation systems; locks, keycard systems, vehicle barrier systems and static and dynamic bollard systems; dock levelers and roll-up and sliding garage doors; and storm drainage systems. The Contractor shall maintain all fixed equipment and systems; The Contractor shall complete roofing system investigations and repairs; The Contractor shall maintain and repair U.S. flag pole, lighting and pulley system. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, and City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). The facilities covered by this solicitation encompasses approximately 737,932.07 aggregate square feet in the buildings covered. In accordance with FAR 19.805-1 (a)(1)(2), this procurement shall be awarded on the basis of competition limited to eligible 8(a) firms. Joint ventures will be allowed as long as one member of the joint venture is an 8(a) firm. At the time that an 8(a) firm submits its offer, it must represent to the Contracting Officer that it is an 8(a) firm under the North American Industry Classification system (NAICS) 238220. The period of performance is for a base of one year, with four (4) one-year option periods to begin on or about 09/01/2017. The contract type will be a Firm Fixed Price. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website at https://www.fbo.gov/. No phone or fax requests for a copy of solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation will be available for download on or about 05/31/2017.
